Mayor McInnis presented a Proclamation to Mrs. Valerie
Murley, representing the League of Women Voters,
declaring April 23 through April 27, 1973 as Youth Civic
Week.
Mayor McInnis presented a Proclamation to Henry
Ankener, President of Balboa Bay. Lions, declaring
April 24, 1973 as Balboa Bay Lions Day.

HEARINGS:
1. Mayor McInnis opened the public hearing in connection
with the Spring, 1973 Weed Abatement Program, in
compliance with Resolution No. 7960.
No one desired to be heard.
The hearing was closed.
Resolution No. 7962, ordering the Fire Chief to abate
weeds and other public nuisances existing upon streets
alleys, sidewalks, parkways and private property
within the City, was adopted.
2. Mayor McInnis opened the continued public hearing in
connection with Assessment District No. 54 (Alley
Improvements in Newport Heights and Balboa).
A report was presented from the Public Works
Director.
Roland Landrigan addressed the Council approving the
work in the Assessment District.
Mr. Gray and Hugh Lilly addressed the Council pro-
testing the grading of the Balboa alleys in the Assess-
ment District.

Report EIR /NB 73 -020 combined with the public
hearing regarding the Land Use Element and Environ-
mental Impact Report EIR /NB 73 -031.
A report was presented from the City Manager and
the Community Development Department regarding
modifications to the Residential Growth Element.

Letters were received after the agenda was printed
from the Newport Harbor Chamber of Commerce
giving suggestions and recommendations for each
Element and stating that the Chamber concurs
generally with the proposed General Plan, and from
Ira W. and Alice L. Smith against rezoning their
property at 316 Heliotrope to an R -1. 5 District.
The following people participated in a discussion on
both Elements of the General Plan: Warren Gibbons,
Mrs. Howard Babb, Larry Moore representing The
Irvine Company, James Parker representing the
Newport Harbor Chamber of Commerce, Valerie
Murley, Margot Skilling, Sue Ficker, Goldie Joseph,
Judy Tracy and Robert Martin representing Holstein
Industries.

supporting the UCI School of Medicine On- Campus
Teaching Hospital.
Councilman Ryckoff made the following statement for
the record, "While this hospital may serve a valuable
purpose for medical education, there are complex
aspects involved that are difficult for us to become
familiar with in any reasonable time. I personally
do not feel well- informed enough to judge it one way
or another. The meaning to our community in medical
care is very unclear, and the major hospital in our
own community is not yet able to commit. "

City.

and MacArthur Boulevards, and between Bison Avenue
and the extension of Bonita Canyon Road, Planning

8. The plans and specifications for installation of a

MINUTES
4. A letter from Richard Stevens to the Board of Super-
visors was presented regarding presentation of the
Airport Action Association Citizen's Group on May 1.
It was directed that the City send a representative to
the meeting of the Airport Action Association Citizen';
Group on May 1.
5. A proposed resolution urging the enactment of Senate
Bill 502, entitled "Federal Aid Highway Act of 1973, "
pertaining to urban public transportation was tabled.
6. A petition bearing 148 signatures of Lido Isle resident!
supporting the Lido Isle Woman's Club's request for a
cantilevered walk for pedestrians on the outside of
either side of the Lido Isle bridge with the existing
sidewalks to be used for bicycles, was presented.
The staff was directed to reply to the Lido Isle Wom-
an's Club and to inform them that the matter would be
given consideration in the 1973 -74 Capital Improve-
ments Budget.
7. Planning Commission Amendment No. 369 and State-
ment of Negative Declaration, request of Emkay
Development Go., Inc, to amend the Newport Place
Planned Community to permit the rearrangement of
Office Site #3 and Restaurant Site #2 and the reappor-
tionment of land allotted to each, to reduce the allow-
able building area in Office Site #1 and #2, and to
increase the permitted building area in Office Site
#3A, in Newport Place, portion of Block 50, Irvine's
Subdivision, located south of Bowsprit Drive and west
of MacArthur Boulevard, was presented.
A letter was received after the agenda was printed
from Emkay Development Co. , Inc. requesting that
the matter be postponed until after May 31.
The matter was postponed to June 11, 1973.
8. At the request of Paul McLellan and Jack Webb, .
representatives of State Fund, the Workmen's Com-
pensation Partial Self- Insurance Program was dis-
cussed. Both representatives opposed the City's
partial self - insurance program.
The partial self- insurance program contained in the
1973 -74 budget was approved, and the staff was
directed to take the necessary steps to implement the
program on July 1, 1973.
It was agreed that the City's report would be sub-
mitted to the State Fund for analysis.
