FSB PUBLIC AFFAIRS -RFP NO. 19-69
Measure V –Newport Beach
•Managed passage of Measure V and defeat of
Measure X
•Crafted a plan for passage based on comprehensive
public outreach efforts
•Thorough and extensive nature of that outreach, and
incorporating that feedback into voter education
resulted in success
•Robust outreach effort was also able to illustrate that
original Greenlight was working and why the flawed
Measure X (“Greenlight 2”) was unnecessary

FSB PUBLIC AFFAIRS -RFP NO. 19-69
Measure M Renewal –OCTA
•Developed the public outreach and public education plans to assist the OCTA in putting together the transportation funding plan that would be supported by the Measure M sales tax renewal
•Substantial public opinion research and surveying was undertaken to gauge public attitudes on transportation and willingness to support a tax extension
•Outreach included high level stakeholder engagement with entities such as Disney, the Irvine Company, Segerstrom, and others, as well as numerous public forums and town hall meetings with residents and commuters to collect general public feedback
•End result: All 34 city councils and the county Board of Supervisors, plus coalition of over 200 county leaders, associations, and other stakeholders in support of M2 – plus 70% voter approval in an overwhelmingly Republican, conservative and anti-tax county
•Only possible through an extended and deep effort into public outreach over the course of many months, reaching out to and listening to residents about their transportation policy concerns

Transportation Funding
Measure Planning –PCTPA
•Public outreach to assist the agency in laying the ground work for a transportation
sales tax measure to fund Placer County transportation infrastructure priorities
•Listening to the concerns and perspectives of a variety of stakeholders, residents
most of all, but also business groups, community groups, elected officials and more
•Sharing and educating the public on PCTPA’s planned infrastructure needs and
improvements to deal with the county’s growing population
•Funding measure successfully placed on the ballot after ensuring all public input
was collected and included in the process of creating the plan

Community Build Out Plan – Brentwood
•Engaging in extensive public outreach efforts of Brentwood residents,
workers, commuters and other stakeholders as part of the City’s effort to
develop the Community Build Out Plan
•Brentwood demographically shares some similarities to Newport Beach,
including resident concerns about traffic levels and sensitivity to the rate
of growth and development
•While this project is still ongoing, current efforts include reaching out to
every segment of the community and ensuring that all voices with
concerns to air are listened to and considered
