draft letter to the Regional Commission from the
Mayor stating the City basically agrees with the
proposed guidelines and suggesting minor clarifi-
cations.

Committee's report, calling the Commission's

attention to the fact that the Orange County Sanitation
Districts have adopted a resolution requesting that
there be extensive hearings on the proposed discharge
standards and pointing out the additional financial
burden that will be placed on the Sanitation Districts;
and it was directed that a City official attend the
Coastal Zone Conservation Commission's hearing to
be held October 29.

PROPERTY AND AMENDING DISTRICTING MAP NO.
21, Planning Commission Amendment No. 389, re-
zoning Lots 1 through 5, Tract 1718, located at 1401,
1601, 1801, 2001 and 2101 15th Street, on the
southerly side of 15th Street between Irvine Avenue
and St. Andrews Road in Cliff Haven, from the "I"
District to the R -3 District. (A report from the Com-
munity Development Department was presented. )

northwest, and Hospital Road on the south, adjacent

200, 202, 206, 210, 214, 218, 222, 226, 230 and 234
North Newport Boulevard on the easterly side of
North Newport Boulevard northerly of Santa Ana
Avenue adjacent to Newport Heights, from the C -1 -H
District to the R -2 District and establishing a 5 -foot
