Application for Permission to File Late Claim of Ham Terry W. Ham, a minor, by and through Betty J. Ham and Edward C. Ham, his parents and guardians, and proposed claim for personal injuries, allegedly due to negligence on the part of the City, resulting when claimant dove into the water from an outcropping of rocks in Corona del Mar. Claim of Robert Scott Allen for false arrest and Allen imprisonment and for personal injuries in connection with his arrest on July 10, 1973 at 121 45th Street. Claim of Marco De Silva for personal injuries re- De Silva ceived on September 12 when he was wounded by a Newport Beach Police Officer in the performance of his duties while pursuing a kidnapper, and for which Mr. De Silva is alleging negligence on the part of the City. 6. The following matter was set for public hearing on December 10, 1973: Proposed Underground Utility District No. 3 (Pacific Under - Coast Highway from Bayside Drive to Jamboree Road, ground and Jamboree Road from Pacific Coast Highway to Utilities the Balboa Island Bridge), to determine whether public necessity, health, safety or welfare requires the removal of poles, overhead wires, and associated structures, and the underground installation of wires and facilities for supplying electric, communication, or similar or associated service in that area. The purchase of a 10 -yard packloader which exceeds the budgeted amount by more than $500, although no additional funds are required, was approved.
