A letter was presented from the Balboa Angling Club requesting a 25 -year renewal of its lease. A report was presented from the City Manager. Ed Martin, representing the Balboa Angling Club, addressed the Council. A report from the Community Development Depart ment was presented. The appeal application of the First Baptist Church presented. A letter was received after the agenda was printed from Harold Glass in favor of Use Permit 1701. The following people addressed the Council in favc of Use Permit No. 1701: Roy Woolsey, attorney representing the First Baptist Church; Walter Anderson, Hart Lawrence and Francis Williams. Mayor McInnis opened the public hearing regarding 6th P consideration of construction of public improvements Strs by using the procedure in Chapter 27 of the Improve- 1911 ment Act of 1911 to hear any protests from property owners who have been ordered by the City to construct a portland cement concrete alley in Block 9, East Newport, bounded by 6th Street, 7th Street, Balboa Boulevard and Ocean Front. A report was presented from the Public Works Director. Letters from T. V. Adams and William J. McGee discussing but not actually protesting the proposed construction were presented. Barton Beek and T. V. Adams addressed the Council in favor of the proposed alley improvements but objecting to paving of the street ends. Mayor McInnis opened the public hearing regarding Com the Commercial Activities Harbor Permit Application Hart of Clarence Clements of SSS Towing Service to operate Pert a twenty -four hour on -call repair and towing service for boats disabled at sea between Oceanside and San Clen Pedro, as well as a towing service for boats within Newport Harbor, and a transporting service for individuals diving offshore for sea urchins and certain shell fish; in accordance with Section 17. 41. 050 of the Newport Beach Municipal Code. S. Coast Guard stating they do not refer distress calls to towing, services. Clarence Clements addressed the Council. The hearing was closed. Councilman Ryckoff made a motion to approve the Commercial Activities on the Waters of Newport Harbor Permit Application, subject to the conditions recommended by the Joint Harbor Committee and the Marine Safety Department. Councilman Store requested an amendment to the motion to require a review of the permit in nine months, which amendment was accepted by Council- man Ryckoff. Councilman Dostal requested an amendment to the motion to require that the insurance coverage be increased, which amendment was accepted by Councilman Ryckoff. Mayor .Pro Tem Rogers requested an amendment to the motion to require that the service designation sign on the side of the boat be changed to meet the approval of the Marine Safety Department, which amendment was accepted by Councilman Ryckoff. Councilman Store requested an amendment to the motion that the vessel be moored in a commercial mooring area, which amendment was accepted by Councilman Ryckoff. Marine Safety Director Robert Reed reported on the size of the vessel proposed to be used for the towing service. The hearing was reopened. x Clarence Clements addressed the Council in answer to questions raised about the proposed service. The hearing was reclosed. Mayor McInnis reopened the hearing on Tract 8444. Condition 26(c) was amended to provide for the study of the paleontological resources to be in a manner satisfac- tory to the Community Development Director. The hearing was reclosed. Z4.055 OF THE NEWPORT BEACH MUNICIPAL CODE TO ESTABLISH A SPEED LIMIT ON JAMBOREE BOULEVARD FROM BRISTOL STREET TO CAMPUS DRIVE, lowering the speed limit on Jamboree Road to 55 mph from Bristol Street to Campus Drive, was presented for second reading. A letter was presented from Peter Bradford, attorney representing Mr. and Mrs. Julius Paldi requesting a rehearing of the Carden Hall appeal on the grounds that all evidence was not presented regarding Use Permit No. 1699 for an automotive repair facility in the M-1 -A District, located at 925 West Sixteenth Street on the south side of West Sixteenth Street, west of Monrovia Avenue in the West Newport light manu- facturing area. A letter was presented from Frances Schramel urging approval of subject use permit. Letters were received after the agenda was printed from Lee V. MacFarland, Newman L. Dotson, G. E.
