discussing but not actually protesting the proposed
construction were presented.
Barton Beek and T. V. Adams addressed the Council

A letter was received after the agenda was printed
from the U. S. Coast Guard stating they do not refer
distress calls to towing, services.
Clarence Clements addressed the Council.
The hearing was closed.
Councilman Ryckoff made a motion to approve the
Commercial Activities on the Waters of Newport
Harbor Permit Application, subject to the conditions
recommended by the Joint Harbor Committee and the
Marine Safety Department.
Councilman Store requested an amendment to the
motion to require a review of the permit in nine
months, which amendment was accepted by Council-
man Ryckoff.
Councilman Dostal requested an amendment to the
motion to require that the insurance coverage be
increased, which amendment was accepted by
Councilman Ryckoff.
Mayor .Pro Tem Rogers requested an amendment to
the motion to require that the service designation
sign on the side of the boat be changed to meet
the approval of the Marine Safety Department, which
amendment was accepted by Councilman Ryckoff.
Councilman Store requested an amendment to the
motion that the vessel be moored in a commercial
mooring area, which amendment was accepted by
Councilman Ryckoff.
Marine Safety Director Robert Reed reported on the
size of the vessel proposed to be used for the towing
service.
The hearing was reopened.

11. Mayor McInnis opened the public hearing regarding
the Tentative Map of Tract 8445, creating one parcel
of land for condominium residential development on
property located on the south side of Ford Road
between Jamboree Road and MacArthur Boulevard in
Big Canyon, zoned P -C; and acceptance of Environ-
mental Impact Report, EIR /NB 73 -040.
A report was presented from the Community Develop-
ment Department.

order of business to reconsider the Tentative Map of Tract
8444 to consider an amendment to the condition pertaining
to potential paleontological resources, which motion
carried.

Condition 26(c) was amended to provide for the study of
the paleontological resources to be in a manner satisfac-
tory to the Community Development Director.

NEWPORT BEACH MUNICIPAL CODE TO
ESTABLISH A SPEED LIMIT ON JAMBOREE
BOULEVARD FROM BRISTOL STREET TO
CAMPUS DRIVE,
lowering the speed limit on Jamboree Road to 55 mph
from Bristol Street to Campus Drive, was presented
for second reading.

2. Ordinance No. 1552, being,

BEACH AMENDING SECTIONS 5.14.170,

RELATING TO AMBULANCE REGULATIONS,
conforming to the California Administrative Code by
changing references to Chauffeur's License and
Driving Certificate to Driver's License and Driver's
Certificate, changing the age requirement from 21
years to 18 years, and requiring Specialized Training
Certificates, was presented for second reading.

CONTINUED BUSINESS:
1. A report was presented from the Parks, Beaches and
Recreation Commission regarding reduction of energy
consumption used by recreation programs.
Parks, Beaches and Recreation Director Cal Stewart
gave a brief staff report.
Mayor Pro Tern Rogers made a motion to approve the
15% reduction of electrical energy used in conducting
City recreation programs as recommended by the
Parks, Beaches and Recreation Commission.

ment lighting projects.
x It was erected that the lighting of four tennis courts

the use of the lights be curtailed for a time, and the
staff was directed to notify the Newport -Mesa
Unified School District.

seepage at 2226 Alta Vista.
The staff was directed to continue its review of the

CURRENT BUSINESS:
1. A letter was presented from Peter Bradford, attorney
representing Mr. and Mrs. Julius Paldi requesting
a rehearing of the Carden Hall appeal on the grounds
that all evidence was not presented regarding Use
Permit No. 1699 for an automotive repair facility in
the M-1 -A District, located at 925 West Sixteenth
Street on the south side of West Sixteenth Street, west
of Monrovia Avenue in the West Newport light manu-
facturing area.
A letter was presented from Frances Schramel
urging approval of subject use permit.
Letters were received after the agenda was printed
