MINUTES
City of Irvine's willingness to cooperate and work
with the City of Newport Beach in connection with the
Bonita Canyon corridor.
The following persons addressed the Council ex-
pressing their concern or opposition to various
aspects of the Circulation Element; namely, the
proposed Fifth Avenue bypass route, deletion of
parking on the Coast Highway in Corona del Mar, the
interchange at MacArthur and Coast Highway, the
proposed Bonita Canyon corridor bypass, the pro-
posed University Avenue widening and a second bay
bridge: Susan Robison representing the Student -
Faculty Organization at Harbor View Elementary
School, Esther Tabak, Caroline Clucas, Calvin S.
McLaughlin, Alan Tracy, Roy Giordano, Rod Calder -
head, Jerry Hill, Wallace Calderhead, Mary Pleger,
Dr. Richard Nichols, Helen M. Karen, Frank Jordan,
Lyn Geronimi, Gerard Van Hoven, Normal Wein-
berger, J. R. Blakemore and Alan Schwalbe.
Mr. McLaughlin was granted eight minutes for his
presentation.
Al Krier, Regional Manager for the Transportation
Planning Firm of Alan M. Voorhees and Associates,
and Bill Agee, Chairman of the Transportation Plan
Citizens Advisory Committee, answered questions
presented by the Council.
The hearing was closed after it was determined that
no one else desired to be heard.
The Environmental Impact Report EIR /NB 74 -046
(73 -045) was accepted; and Resolution No. 8206,
adopting the Circulation Element of the Newport
Beach General Plan, was adopted, with amendments
deleting the interchange at Coast Highway and Mac-
Arthur and deleting any reference to the elimination
of parking on the Coast Highway in Corona del Mar.
The Planning Commission was directed to consider
an amendment to the Circulation Element to change
Bison Avenue from a primary to a secondary street.
The Planning Commission was directed to consider
amendments to the Circulation Element to delete the
widening of Irvine Avenue between 16th Street and
Cliff Drive and to delete the interchange at Irvine
Avenue and Pacific Coast Highway.

Shipyard and Design Center, objecting to Condition
No. 4 regarding additional public access imposed by
the Planning Commission on Resubdivision No. 421,
which creates one parcel of land for development at
2220 Newport Boulevard on the east side of Newport
Boulevard, north of 22nd Street on the Balboa Penin-
sula, zoned C -1 and C -2.
A report from the Community Development Depart-
ment was presented with the appeal application and
letter from William E. Blurock.
Robert Bein addressed the Council and asked if this
matter could be considered later in the meeting after
the applicant had arrived.

and to revise the standards as they pertain to the
height and location offences in Areas 9, 10, 11 and
1Z, located south of Ford Road and east of MacArthu
Boulevard in Harbor View Hills, zoned P -C.

and to release Labor and Materials Bond in six
months provided that no claims have been filed. (A

15. The revision to Harbor Permit No. 129 -2572 of The
Irvine Company by deleting Condition No. 2 -D, "that
only sailboats be tied on the inside slips" was ap-
proved; and the staff was directed to request the
Orange County Board of Supervisors to amend their
County Tidelands lease with The Irvine Company to
delete said condition. (A report from the Marine
Safety Department was presented.)
16. The following maintenance dredging harbor permit
applications were approved, subject to the conditions
of approval under the Blanket Maintenance Dredging
Permit issued by the U. S. Army Corps of Engineers
#175 -534, J. Bishop, 534 Via Lido Nord; #175 -536,
P. Harrsen, 536 Via Lido Nord; #175 -844, J. Higson,
844 Via Lido Nord; #175 -846, J. Higson, 846 Via
Lido Nord; #171 -915, B. R. Morris, 915 Via Lido
Soud; and #171 -921, E. Yeager, 921 Via Lido Soud.

17. The staff was authorized to request $37, 000 in funds
from the County for bikeway construction for the
1974 -75 fiscal year in connection with the Countywide
Cooperative Bikeway Financing Program (COBFP).

18. The following Budget Amendment was approved:
BA -46, $2, 000 transfer of Budget Appropriations to
provide for professional services and blueprints
