The following persons addressed the Council ex- pressing their concern or opposition to various aspects of the Circulation Element; namely, the proposed Fifth Avenue bypass route, deletion of parking on the Coast Highway in Corona del Mar, the interchange at MacArthur and Coast Highway, the proposed Bonita Canyon corridor bypass, the pro- posed University Avenue widening and a second bay bridge: Susan Robison representing the Student - Faculty Organization at Harbor View Elementary School, Esther Tabak, Caroline Clucas, Calvin S. McLaughlin, Alan Tracy, Roy Giordano, Rod Calder - head, Jerry Hill, Wallace Calderhead, Mary Pleger, Dr. Richard Nichols, Helen M. Karen, Frank Jordan, Lyn Geronimi, Gerard Van Hoven, Normal Wein- berger, J. R. Blakemore and Alan Schwalbe. Mr. McLaughlin was granted eight minutes for his presentation. Al Krier, Regional Manager for the Transportation Planning Firm of Alan M. Voorhees and Associates, and Bill Agee, Chairman of the Transportation Plan Citizens Advisory Committee, answered questions presented by the Council. The hearing was closed after it was determined that no one else desired to be heard. The Environmental Impact Report EIR /NB 74 -046 (73 -045) was accepted; and Resolution No. 8206, adopting the Circulation Element of the Newport Beach General Plan, was adopted, with amendments deleting the interchange at Coast Highway and Mac- Arthur and deleting any reference to the elimination of parking on the Coast Highway in Corona del Mar. The Planning Commission was directed to consider an amendment to the Circulation Element to change Bison Avenue from a primary to a secondary street. The Planning Commission was directed to consider amendments to the Circulation Element to delete the widening of Irvine Avenue between 16th Street and Cliff Drive and to delete the interchange at Irvine Avenue and Pacific Coast Highway. Mayor McInnis opened the public hearing in connectic with the appeal of William E. Blurock, South Coast Shipyard and Design Center, objecting to Condition No. 4 regarding additional public access imposed by the Planning Commission on Resubdivision No. 421, which creates one parcel of land for development at 2220 Newport Boulevard on the east side of Newport Boulevard, north of 22nd Street on the Balboa Penin- sula, zoned C -1 and C -2. A report from the Community Development Depart- ment was presented with the appeal application and letter from William E. Blurock. Robert Bein addressed the Council and asked if this matter could be considered later in the meeting after the applicant had arrived. Motion x The matter was continued until later in the evening. Mayor McInnis opened the public hearing regarding amendment to the Harbor View Hills Planned Com- munity Development Standards, Planning Commissio Amendment No. 361, to reduce the permitted density in Areas 8 and 13, to permit general updating of the statistics as they pertain to the developed residentia' area, to revise the sign standards in Areas 8 and 13 and to revise the standards as they pertain to the height and location offences in Areas 9, 10, 11 and 1Z, located south of Ford Road and east of MacArthu Boulevard in Harbor View Hills, zoned P -C. Alan Schwalbe addressed the Council and protested the density in the project. Melvin Gilbert, who had addressed the Council earlier protesting the cigarett smoke in Chambers, was informed by the Community Development Director that there were no other residential towers proposed in Newport Center. Larry Moore, Associate Director, Planning Adminis- tration for The Irvine Company, addressed the Council in connection with The Irvine Company's position on cost- sharing of signalization. Blurock, South Coast Shipyard and Design Center, objecting to Condition No. 4 regarding additional public access imposed by the Planning Commission in Resubdivision No. 421.
