MINUTES 1. Mayor McInnis opened the public hearing in connection with provisions of the Housing and Community Develop- ment Act of 1974 to solicit comments and suggestions from the public on appropriate activiteis for funding under the HUD Block Grant Program. A report was presented from the Community Development Department. Reed Flory, Senior Housing Planner for Orange County, summarized the Program for the Council and the audience. Advance Planning Administrator Tim Cowell gave a brief review of the staff report. The following people addressed the Council in support of the City's participation in the HUD Block Grant Program and made recommendations for certain activities to be funded under the Program, with particular emphasis on help for Senior Citizens: Mrs. Richard Nelson, Gwen Felton, Valerie Murley, John Konwiser, Pat Black., Ruth Conn, Alex Schvarz, Joan Petty, Fern Pirkle and Harriett Bemus. The hearing was closed after it was determined that no one else desired to be heard. The staff was directed to complete the preliminary application for the Council's review and approval on February 10; and a second public hearing in connection with provisions of the Housing and Community Develop- ment Act of 1974 was set for 7:30 P.M., February 10, 1975. BUSINESS: 1. The City Attorney presented a memorandum for the Council's information regarding reporting requirements for Proposition 9 (Economic Interests Statements). The City Attorney presented a memorandum for the Council's information briefly reviewing the procedures for making and voting on motions. 1. Mayor McInnis stated for the record that his vote on the Delaney's Cannery Village Planned Community Development Plan and Development Standards at the meeting of January 13, 1975 was intended to be an 'aye' vote, although his voting switch was inadver- tently on 'no'. It was directed that the Minutes of January 13, 1975 be amended to show Mayor McInnis' vote as an 'aye' vote.
