Date: September 8, 1975 :oll Call. MINUTES 'he reading of the Minutes of the Regular Meeting of Lugust 25, 1975 was waived, and said Minutes were approved is written and ordered filed. 'he reading in full of all ordinances and resolutions order consideration was waived, and the City Clerk was lirected to read by titles only. [EARINGS: Mayor McInnis opened the public hearing regarding Annexation No. 1 of additional lands to Assessment District No. 50 (Street Lighting on Bay Avenue from Eighth Street to Fifteenth Street), as set forth in Resolution No. 8566, to provide for the installation of, the maintaining of, and the furnishing of current for certain street lighting fixtures and appliances on Bay Avenue from Eighth Street to Fifteenth Street in the City of Newport Beach, for the purpose of hearing any protests or objections to the work and improvements proposed under the provisions of the alternative procedure for levying and collecting assessments on an ad valorem basis provided for in Chapter 8.5 of the "Street Lighting Act of 1919." A report was presented from the Public Works Director. Letters protesting the proposed street lighting on Bay Avenue were presented from Dudley Miller, Mrs. Ruth Carter, Dick Lewis and Warren and Betty Freeman. A letter from C. Arthur Nisson, on behalf of the other property owners at 1011 West Bay Avenue, was presented supporting the proposed street lighting on Bay Avenue. Letters in favor of the proposed street lighting on Bay Avenue but asking for undergrounding of the utilities were presented from Howard B. Lawson, George H. Coffin III, John W. Hancock, Jane W. Inch and Phyllis Jackson. A petition signed by.ten Bay Avenue property owners and residents and letters from William H. Eadie, Jr. and Kenneth F. Vogt were received after the agenda was printed protesting Annexation No. 1 to Assessment District No. 50. Letters were received from the following people after the agenda was printed asking for a delay for the undergrounding of the utilities: J. P. Dorris, Dr. Clyde V. Von Der Abe, Wilbur V. Mills, Stephen N. Barnard, Carol H. Richards, Wilbur L. Chapman. R. H. Stockwell, Mary Margaret and Steve Hayes, Lula Belle and James F. Jenkins, Jr., and a second letter from Howard B. Lawson referring to his letter of August 27. A report was presented from the Community Development Department regarding five discretionary questions for the Special Census. Motion x Councilmen Ryckoff and Kuehn were appointed to a Ayes K x x x x x Council ad hoc Special Census Committee to assist Absent in the developing of the five discretionary questions for the Special Census, to review the discretionary questions proposed by staff and the Community Development Citizens Advisory Committee, and to make a recommendation to the City Council on October 14. 3.
