Roll Call.
1. City Clerk Doris George submitted her Certificate
General
of Canvass as to the results of votes cast on
Municipal
April 11, 1978, in the General Municipal Election,
Election
which Certificate is attached hereto and made a

part of these Minutes.
The City Clerk stated that the total number of
votes cast in the City was 10,976 and that the
following Councilmen were elected:
District One Donald A. Strauss
District Three Evelyn R. Hart
District Four J. E. "Jackie" Heather
District Six Paul L. Hummel
2. Resolution No. 9316, a resolution of the City
R -9316
Council of the City of Newport Beach reciting the
fact of the General Municipal Election held in
said City of Newport Beach on the 11th day of
April, 1978, declaring the result thereof and
such other matters as are provided by the
provisions of the Charter of the City of Newport
Beach, was presented.

and Resolution No. 9316 was adopted.
3. Mayor Dostal made a statement explaining that the
agenda order had been changed this year so
Councilman Strauss could participate in the
election of the Mayor since he had a prior commit-
ment and would have to leave the meeting. The
Mayor then turned the meeting over to the City
Clerk, and the outgoing Councilmen stepped down
from the Council table. .
4. City Clerk Doris George requested the elected
candidates to come forward. She administered the
Oath of Office, as prescribed in the State
Constitution, and delivered to each a Certificate

5. City Clerk Doris George presided as Chairman Pro
Tempore for the selection of Mayor, including the
method to be used.

the City of Newport Beach.

Mayor for the election of the Mayor Pro Tempore,

8. The City Clerk stated that Councilman Williams had
been unanimously nominated for the office of Mayor
Pro Tempore.
The Mayor called for a roll call vote, and Ray E.

Williams was unanimously elected as the Mayor Pro
Tempore.
Councilman Strauss left the meeting.
9. Mayor Ryckoff extended the privilege of the floor
to the outgoing Councilmen.
Milan Dostal, as outgoing Mayor presented bronze
plaques in recognition and appreciation for their
service on the Council to Trudi Rogers (1976 - 1978),
Lucille Kuehn (1974 - 1978), and J. Peter Barrett
(1974- 1978), who each spoke briefly and expressed
their pleasure in having served on the Council and
their appreciation to Council and staff,
Councilman McInnis, as senior member of the Council
presented to retiring Mayor Milan Dostal a bronze
plaque for his service on the Council from 1970 to
1978, a gavel - mounted plaque for his service as
Mayor from 1976 to 1978 and an award from the Board
of Supervisors. Mr. Dostal expressed his thanks
to the staff for their help and to the Council for
their support during his term of office and as
Mayor.

10. Resolution No. 9317, authorizing an allowance of

$150.00 per month to the Mayor in accordance with

Section 404 of the Charter, was adopted.
11. The City Manager distributed the 1978 -79
Preliminary Annual Budget to the Councilmen.
The Mayor declared the meeting adjourned at 5:15 p.m.

I, DORIS GEORGE, City Clerk of the City of Newport
•Beach, County of Orange, State of California, duly
authorized by Resolution No. 9283 adopted by the City
Council of said City on the 27th day of February, 1978,
do hereby certify that I have canvassed the returns of
the regular general municipal election held in said
City on the 11th day of April, 1978, and find that the
number of votes given at each precinct and the number of
votes given in the City to persons voted for and the
respective offices for which said persons were
candidates were as listed on the attached.
