the construction of a commercial - residential complex

McFadden Square.
The appeal application and the Declaration of Appellant
in support of application to appeal decision of the
Planning Commission regarding Use Permit No. 1897
was presented.
A report was presented from the Community Development
Department.
William Waters, representing the appellant Steve
Kalatschan, and Bill Tappan, in behalf of the applicant,
addressed the Council.

Dick Clucas, Chairman of the Transportation Plan
Citizens Advisory Committee, addressed the Council
regarding the recommendations of the Committee.
The following people addressed the Council in favor
of overpasses and /or grade separations. J. Lester
•
Steffenson, and Dan Rogers, representing the Newport
Harbor Area Chamber of Commerce, who also spoke
in favor of an Environmental Impact Report on University
Drive, supported the San Joaquin Hills Corridor and
asked that we keep all the options open.

on February 28, 1979, allegedly because she was un-
able to exit the parking lot in the proper way
due to construction by the City.

incurred in connection with the arrest of

was for personal injuries received when she
tripped and fell on a City sidewalk in front
of 4621 Fairfield Street in Corona del Mar
which was allegedly in need of repair.
(c) Summons and Complaint of Mohammed M.
Khayatian for damages, Case No. 308375 in
Orange County Superior Court. The original
claim was for recovery of ten precious stones
allegedly taken by the Newport Beach Police
in connection with the arrest of Peter Welch.
(d) Summons and Complaint of Fred Miller for
Interference with Civil Rights, Case No. 79-
0738 in the U. S. District Court. There was
no prior claim filed. The original letter for
interference with Civil Rights was received
August 9th and answered by Bill Brown, Safety
and Insurance Administrator on the 13th of
October regarding federal regulations for

Ronald Kennedy addressed the Council and expressed
his concern regarding the grading permit in connection
with the residence at 315 Evening Canyon. Mr. Kennedy
was advised that this will be checked and monitored.
There being no further business to come before the Council,
the Mayor Pro Tern declared the meeting adjourned at
12:12 a.m. March 27, 1979.
