Mayor Ryckoff stated that for this item each speaker would be limited to three minutes instead of five minutes, and that each side, the pro - ponents and opponents, would be limited to one hour of debate in alternating one -half hour in- crements. The Mayor stated that a coin would be tossed to determine which side would begin the debate. He assigned the "head" to the pro- ponents, and the "tail" to the opponents. The City Manager tossed the coin and announced that the "tail" side would begin. Noes x Councilman Strauss made.a motion as follows: Motion "The City Council is concerned about an increase x in the number of larger homes and apartments in Old Corona del Mar, and the potential for an even greater future increase in such larger homes and apartments; that concern is for the neighboring houses - for the light, the airiness, the privacy that can be lost when a large second floor is added, as well as for the attractiveness of the neighborhood as a whole. "The Council believes that these concerns can probably,best be controlled by the residents themselves. For this reason, neither a policy nor an ordinance is recommended at this time. "The Council does, however, direct that this matter be brought back to.the City Council on January 28, 1980. At that meeting, the Council will review all recent construction and all per- mits recently granted in Old Corona del Mar. The purpose of such review will be to consider whethe or not a policy or ordinance revising building • standards in Old Corona del Mar need to or i shall be enacted." i Volume 33 - Page 269 CITY OF NEWPORT BEACH COUNCILMEN MINUTES < 2i > i �0 y 9G 22i ROLL CALL` ��� Mr ho i io�o ninry is Motion x Councilman Hummel made a substitute motion to • introduce Ordinance No. 1824, as amended, and set for public hearing on October 23, 1979, with mailed notices to be sent to all affected property owners; and to sustain the recommendation of the Planning Commission and direct the staff to pre- pare a resolution establishing a committee to study the development standards in Old Corona del Mar to be brought back on October 9, 1979. Mayor Pro Tem Williams asked that the motion be amended to bring the resolution establishing the committee to the Study Session on October 9 and to the Council for action on the evening agenda for October 23 which amendment was accepted by the maker of the motion. Mayor Ryckoff opened the continued public hearing Parking regarding Ordinance No. 1818, being, Requiremen (94) AN ORDINANCE OF THE CITY OF NEWPORT BEACH AMENDING SECTIONS 20.11.030, 20.14.070, 20.15.070, 20.16.075, 20.17.075,`20.33.030(F) OF THE NEWPORT BEACH MUNICIPAL CODE AS THEY PERTAIN TO REQUIRED PARKING FOR RESIDENTIAL USES, • Planning Commission Amendment No. 535, a request initiated by the City of Newport Beach to consider an amendment to Chapter 20 of the Newport Beach Municipal Code as it pertains to required parking for residential uses, and the acceptance of an Environmental Document. A report was presented from the.Community Develop- ment Department. A telegram from Melvin J. Hoeffleger was presented opposing the ordinance. The following people addressed the Council and opposed the ordinance as presented: Dick Nichols, Dick Succa, Richard Springston, Dick Pastino, Jim Reed, and Christopher Carradine. Mayor Ryckoff opened the public hearing regarding Ocean Blvd Ordinance No. 1822, being, Height Restrictions • AN ORDINANCE OF THE CITY OF NEWPORT BEACH (94) ADDING SECTION 20.02.050 (F) TO THE NEWPORT BEACH MUNICIPAL CODE TO REDUCE HEIGHT LIMITS AND TO ESTABLISH BUILDING HEIGHTS IN RELATIO TO CURB HEIGHT ON THE BLUFF SIDE OF OCEAN BOULEVARD BETWEEN CARNATION AVENUE AND POPPY AVENUE, CORONA DEL MAR, Planning Commission Amendment No. 537, a request initiated by the City of Newport Beach; and the acceptance of an Environmental Document. A report was presented from the Community Develop- ment Department. Mary Burton addressed the Council in favor of the ordinance. Cogdill, Jr. for property Cogdill loss while his car was being held in the storage yard of Coast Towing in Costa Mesa between August 9 and 14, 1979 and a new stereo was allegedly stolen from the trunk of the car. (c) Claim of Erik S. Holsinger for property Holsinger damage to his car when it was allegedly hit by a City vehicle on September 16, 1979 at the Corona del Mar State Beach. (d) Claim of Alta M.
