A. ROLL CALL.
B. HEARINGS:
1. Mayor Ryckoff opened the continued public hearing
General Plan
regarding General Plan Amendment 79 -1, a request
(45)
initiated by the City of Newport Beach to consider
proposed amendments to the Land Use, Residential
Growth, and Recreation and Open Space Elements of
the General Plan, and the acceptance of an
Environmental Document.
A report to the City Manager from the Advance
Planning Administrator was presented regarding
capacities of the sewer system relative to the
sixteen vacant sites under consideration in General
Plan Amendment 79 -1.
A letter from the Newport Harbor Area Chamber of
Commerce was presented recommending that there
be no changes in the General Plan.
A letter from Langdon & Wilson, Architects, was
presented asking that Koll Center Newport be
exempted from General Plan Amendment No. 79 -1,
and that the remaining permitted development
allowed by the Planned Community Development
Standards be reviewed through the Phasing Plan
Process (Amendment 514).
Letters received after the agenda was printed from
Shirley Knutsen urging adoption of the Planning
Commission's proposals and offering additional
recommendations from Nancy Skinner favoring
reduced density were presented.
Mayor Ryckoff announced that testimony would be
heard, but that no action would be taken.
Tim Strader, Senior Vice President of Koll Company,
addressed the Council in behalf of Koll Center
iNewport
and Aetna Casualty and asked for a week
to study the Minority Report; that they be exempt
from the General Plan Amendment process; and that
residential zoning not be imposed.

Mr. Strader was granted two additional minutes for
All Ayes
his presentation.
Don Porter, representing the Newport Harbor Area
Chamber of Commerce, addressed the Council
regarding their letter to Council recommending no
changes in the Land Use Plan.
Ron Hendrickson of the Irvine Company addressed
the Council regarding their site in Koll Planned
Community at Irvine and Campus and stated that
they feel they should be allowed to build to their 30
per cent.

Sue Ficker addressed the Council regarding support
systems as related to the General Plan and

suggested an in —depth study.
Leonore Penfil, Executive Director of the Newport
Center Association, read a statement from Tom
Casey, President of the Association, asking that
consideration be given to reasonable, well - planned
growth.
Robert Shelton, representing The Irvine Company,
addressed the Council and outlined their
presentation, and asked for ninety minutes for their
presentation.

The Irvine Company was granted ninety minutes for
All Ayes
their presentation.
The following people addressed the Council for The
Irvine Company: Robert Shelton, who stated that
the company would like to seriously suggest a
program of priorities in funding that would allow
development; Dayne Stiles regarding traffic; Bob
Break, attorney with Latham & Watkins, regarding
environmental documents; Keith Greer regarding
proposed reduction in their residential
developments; Ron Hendrickson regarding the
proposed reduction in their commercial and
industrial developments; and Dick Cannon, Vice
President, Commercial /Industrial Division of The
•
Irvine Company.
Errold Moody, a member of the Business
Development section of the Chamber of Commerce,
addressed the Council regarding the impact on the
City of downzoning of Newport Center, and stated
that a full economic report should be made.
Debra Allen and Hal Thomas, Planning
Commissioners, addressed the Council regarding
typographical errors in the Minority Report and
.stated that issues raised in the Minority Report had
been discussed by the Planning Commission.
