BEACH MUNICIPAL CODE TO ALLOW ONE RESIDENCE
FOR OWNER AND OWNERS OF A BUILDING SITE IN
THE M -1 -A DISTRICT,
Planning Commission Amendment No. 542, a request
initiated by the City of Newport Beach to consider
an amendment to Chapter 20.42 of the Newport Beach
Municipal Code as it pertains to permitting resi-
dential uses in the M -1 -A District, and the accep-
tance of an Environmental Document.
A report was presented from the Planning Depart-
ment.

Councilman Hummel made a motion to refer Ordinance
No. 1844 back to the Planning Commission with
instructions to amend it in order to provide for
Use Permits in this type of zoning, and to prepare
a change in the Code to allow each such Use Permit
to be considered on its own merit.
Councilman Hummel amended his motion to reintro-
duce Ordinance No. 1844, as amended to change
Section 20.42.025 of the Municipal Code, and to
continue the public hearing to June 23.

Planning Commission Amendment No. 544, requested
by Chevron, U.S.A., Inc., and the acceptance of
an Environmental Document.
A report was presented from the Planning Depart-
ment.
Tom Baumgartner, representing Chevron, U.S.A. and
Mr. Woodland, addressed the Council and stated
he was present to answer any questions.
The hearing was closed after it was determined
that no one else desired to be heard.

The Environmental Document was accepted, and
Ordinance No. 1845 was adopted.
3. Mayor Pro Tem Hart opened the public hearing
Prelim Budget
regarding the Preliminary Budget prepared by the
1980 -81 /Fed
City Manager for the fiscal year 1980 -81, pursuant
RevSharing
to Section 1102 of the Newport Beach City Charter,

and also regarding Federal Revenue Sharing Funds.
The 1980 -81 Budget check list was presented with
the Minutes of the administrative hearing held
February 1, 1980 regarding the Revenue Sharing
Funds.
A letter from Friends of Oasis requesting addi-
tional staffing, and a letter from Mrs. Stuart E.
Power urging that sufficient money be budgeted to
keep new library books available were presented.
A report was presented from Mayor Pro Tem Hart
regarding a Litter Control Coordinator.
Jim DeBoom, Executive Director of the Y.M.C.A.,
addressed the Council and asked that a portion,
25%, of the Revenue Sharing Funds be set aside for
nonprofit organizations that have a need.
Martha Berger, representing the Newport /Costa Mesa
Irvine Inter -Faith Council and FISH organization
addressed the Council and asked for Federal Reve-
nue Sharing Funds of $10,000 - $25,000 to be used
toward the purchase of necessary facilities in con-
nection. with their battered women program.
Spencer Covert, Chairman of the Board of Library
Trustees, addressed the Council regarding their
requests on the Budget Check List, and stated
that an item in the amount of $5,275 for Special
Departmental Supplies had been omitted from the
Check List.
Ross Miller, representing Friends of Oasis, ad-
dressed the Council and requested that Federal

G. CURRENT BUSINESS:
1. A report was presented from the Public Works
Department regarding the installation of traffic
signal interconnect and coordination facilities
on Irvine Avenue between Westcliff Drive and
Mesa Drive (C- 2156).

The informality in the bid of Steiny & Company was
waived, and Resolution No. 9790, awarding a con-
tract to Steiny & Company in connection with the
installation of traffic signal interconnect and
coordination facilities on Irvine Avenue between
