A report was presented from the Tidelands Affairs Revenue Committee regarding the offshore /onshore mooring Measure, fees. (40) A letter received after the agenda was printed was presented from the United Fishermen's Organization of Southern California opposing the proposed increase. x Mayor Pro Tem Hart made a motion to postpone the item to August 11 to allow sufficient time for more widespread notification. Sam Cole addressed.the Council and opposed the increase. 's A vote was taken on Mayor Pro Tem Hart's motion, which carried. The regular order of the agenda was resumed. D. HEARINGS: 1. A report was presented from the Planning Department. Letters received after the agenda was printed were presented from Mr. and Mrs. John Robinson stating that they were in favor of the building standards that existed prior to October, ]979, and from Dave Wells opposing the ordinance. Planning Director Jim Hewicker announced that Councilman Cox had listened to the tape of the meeting of June 27, 1980 and would be entitled to vote on the issue. The following people addressed the Council in favor of the ordinance: Harold Sproul; Ron Yeo, Vice Chairman of the Ad Hoc Committee which developed the standards; Luvena Hayton; and Brion Jeannette. The Mayor granted Ron Yeo an additional minute for his presentation. The following people addressed the Council and opposed the ordinance: Bill Agee, Virginia Fouts, Tom Peckinpaugh, and Stewart Woodard. Motion x Mr. Peckinpaugh was granted five additional minutes Ayes for his presentation. Mayor Heather closed the public hearing. Mayor Heather reopened the public hearing. Councilman Cox stated for the record that he had listened to the tape of the meeting of May 27, the last time this item was discussed, and that he had met with Bob Stoessel and seen his presentation, and felt familiar with the proposal as it was pre- sented. Motion x Councilman Cox made a motion to deny Ordinance No. 1840. Councilman Hummel made a substitute motion to adopt Ordinance No. 1840, as amended. After consulting with the City Attorney, Mayor Heather informed Councilman Hummel that his motion was out of order because it was directly opposed to the main motion. All Ayes A vote was taken on Councilman Cox' motion, which carried, and Ordinance No. 1840 was denied. Motion x The hearing was closed. Mayor Heather opened the public hearing regarding Traffic /Pkg Ordinance No. 1856, being, Regulations 0-1856 AN ORDINANCE OF THE CITY OF NEWPORT BEACH (85) AMENDING PROVISIONS OF TITLE 20 OF THE NEWPORT BEACH MUNICIPAL CODE AS IT PERTAINS TO PARKING SPACE REQUIREMENTS WITHIN RESI- DENTIAL DISTRICTS, Planning Commission Amendment No. 535, a request initiated by the City of Newport Beach to consider an amendment to the Newport Beach Municipal Code as it pertains to required parking for residential uses, and the acceptance of an Environmental Docu- ment. A report was presented from the Planning Department Gail Vinje Smith of the Balboa Island Improve- ment Association addressed the Council regarding a survey taken by that Association, and stated that responses to date indicated 73 for three parking spaces for a duplex, and 29 for four parking spaces tion x The public hearing was continued to July 28, 1980. 1 Ayes . 3. Mayor Heather opened the public hearing regarding Ordinance No. 1855, being, Zoning Amend P/C No. 545 0-1855 AN ORDINANCE OF THE CITY OF NEWPORT BEACH (94) AMENDING SECTION 20.87.205 OF THE NEWPORT BEACH MUNICIPAL CODE AS IT PERTAINS TO THE PERMITTED BUILDING HEIGHTS OF RESIDENTIAL DEVELOPMENT ON STEEP LOTS, Planning Commission Amendment No. 545, a request initiated by the City of Newport Beach to consider an amendment to the Newport Beach Municipal Code as it pertains to the permitted building heights of residential development on steep lots, and the acceptance of an Environmental Document. A report was presented from the Planning Department. A letter from Allan Beek was presented. A letter received after the agenda was printed was presented from Richard H. Mayor Heather opened the public hearing regarding Garbage /Trash Ordinance No. 1858, being, 0 -1858 • (44) AN ORDINANCE OF THE CITY OF NEWPORT BEACH ADDING SECTION 6.04.085 TO THE NEWPORT BEACH MUNICIPAL CODE REQUIRING THE INSTALLATION OF TRASH COMPACTORS IN ALL NEWLY - CONSTRUCTED RESIDENTIAL UNITS, and the acceptance of an Environmental Document. A letter from The Irvine Company was presented commenting on possible changes. Architects Ron Yeo and Brion Jeannette addressed the Council and opposed the ordinance. Motion x The hearing was closed after it was determined that All Ayes no one else desired to be heard. Ordinance No. 1859, being, Bldg /Constr Site Cleanup AN ORDINANCE OF THE CITY OF NEWPORT BEACH 0 -1859 AMENDING CHAPTER 15.60 OF THE NEWPORT BEACH (26) MUNICIPAL CODE ENTITLED "CONSTRUCTION SITE CLEANUP," was presented for second reading. Suzie Picker addressed the Council and asked that the ordinance be amended to provide for monitoring during the building process, screening between _. residences, and to give the Litter Officer more authority to police the building activities..
