Zdeba, Assistant Planner APPROVED: TITLE: Farallon -Civic Center Drive Street Renaming ABSTRACT: A resolution renaming Farallon Drive to Civic Center Drive to improve wayfinding and identification for the new Civic Center site. RECOMMENDATION: 1) Conduct public hearing; 2) Adopt attached Resolution No. 2012- 113 approving the name change for Farallon Drive to Civic Center Drive and finding that the action is exempt from the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3 (Attachment CC 1). FUNDING REQUIREMENTS: The current adopted budget includes sufficient funding for implementation of this change. Costs to replace the internally - illuminated street name signs at the two signalized intersections will be expensed to the 5200 -8030 (Traffic Signal Operation and Maintenance) account in the Public Works Department. Costs to replace the standard, non - illuminated street name sign at Anacapa Drive will be expensed to the 3130 -8232 (Sign Installation Materials) account in the Municipal Operations Department. 1 Farallon -Civic Center Drive Street Renaming November 27, 2012 Page 2 DISCUSSION: Background The new Civic Center is currently under construction at a site that is situated north of the Central Library, and it will be primarily accessed from an entryway located at the intersection of Farallon Drive and Avocado Avenue. In order to better identify the location, it was suggested Avocado Avenue be renamed to something more appropriate and identifiable with the Civic Center. At the September 25, 2012 City Council meeting, Councilmember Selich reported the Building Ad Hoc Committee had determined that the renaming of Avocado Avenue would be detrimental to the numerous existing businesses that use Avocado Avenue as their business address. The Committee considered an alternative proposal to rename Farallon Drive. This alternative was considered superior since there are no buildings or businesses that utilize Farallon Drive as an address. City Council directed staff to pursue the change. Process While there is no formal City policy or process for considering changes to an existing street name, State Government Code Sections 34091.1 and 34092 provide that the City Council may make such changes with the only obligation being that the change is promptly reported to the County Board of Supervisors in the form of a signed resolution. Proposed Change and Implementation Staff recommends that Farallon Drive be renamed to Civic Center Drive. Many of the streets in Newport Center are identified as "Drives ", and staff believes it appropriate to retain "Drive" in the new street name. However, City Council may consider other names for the street, such as: • Civic Center Plaza • Civic Center Way • Civic Center Boulevard • Civic Center Avenue As stated previously, there are no buildings or businesses with addresses on Farallon Drive. Accordingly, changing the street name will have little or no impact on the area. In order to implement the change, approximately $2,300 of material and labor expenses would be involved in replacing a total of three signal- mounted, internally - illuminated street signs and one pole- mounted, non - illuminated street sign (Attachments CC 2). 2 Farallon -Civic Center Drive Street Renaming November 27, 2012 Page 3 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Notice of this hearing was published in the Daily Pilot and on the City's website and mailed to property owners within a 300 -foot radius of the affected street a minimum of 10 days in advance of this hearing consistent with the Municipal Code. Additionally, the item appeared upon the agenda for this meeting, which was posted at City Hall and on the City website in accordance with the Brown Act. Submitted by: Rimberly O. DRAFT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH CHANGING THE NAME OF FARALLON DRIVE TO CIVIC CENTER DRIVE (PA2012 -150) WHEREAS, the City Council of the City of Newport Beach requested consideration of a street name change to improve wayfinding and identification for the new Civic Center site. WHEREAS, pursuant to Government Code Sections 34091.1 and 34092, local governments may change the name of streets within their jurisdictions, provided a legislative body approves the change in the form of a resolution, promptly forwarded to the County Board of Supervisors by the City Clerk. WHEREAS, there are no buildings currently addressed off of Farallon Drive that would be affected by the change of street name. WHEREAS, on November 27, 2012, the City Council of the City of Newport Beach held a duly- noticed public hearing on the proposed street name change and considered evidence provided by City staff and other interested parties WHEREAS, the City Council finds the proposed change is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOW, THEREFORE, the City Council of the City of Newport Beach resolves as follows: SECTION 1: The City Clerk will promptly forward a copy of the final resolution to the Board of Supervisors of the County of Orange, as required by Government Code Section 34092. SECTION 2: This resolution passed and approved at a regular meeting of the City Council of the City of Newport Beach held on the 27th day of November, 2012.
