ROLL CALL.
CURRENT BUSINESS:
1. Mayor Heather extended the privilege of the
floor to outgoing Council Member Hummel.
2. Outgoing Council Member Hummel stepped down
from the Council table and was presented a
plaque by the Mayor.
The meeting was turned over to the City Clerk.
NEW BUSINESS:
1. The City Clerk requested the new
Council Members to come forward. The Oath of
Office, as prescribed in the State
Constitution, was administered and each Council
Member received a Certificate of Election.
2. Council Members Agee, Hart, Heather and
Strauss took their seats at the Council
table. '

3. The City Clerk presided for the election of

Mayor, including the method to be used.

Motion was made for .nomination of Mayor by
secret ballot and to conduct election by
secret ballot.

The motion on the floor was voted on and

Evelyn Hart was elected Mayor by a
majority vote.
Mayor Hart presented a plaque of
appreciation and bouquet of flowers to
outgoing Mayor Heather for her outstanding
leadership from 1980 to 1983.
Mayor Hart extended privilege of the floor
to the outgoing Mayor.
4. The City Clerk turned the meeting back to
Mayor Hart for the election of Mayor Pro
Tempore.

Motion was made for oral nominations for Mayor
Pro Tempore and to conduct election by secret
ballot.
Plotion

Substitute motion was made for nomination of
Mayor Pro Tempore by secret ballot and to
conduct election by secret ballot.
Council Member Strauss stated his reasons for
not supporting the substitute motion,
indicating he, as well as some Council Members,
believed in an 'open procedure."
Council Member Heather stated that by
conducting the nominations by secret ballot, it
would not preclude a, candidate from voicing
their reasons for desiring that office..
Council Member Maurer stated his reasons for
supporting the method of nominations by secret
ballot, indicating that this is the national
way to vote.
Council Member Strauss nominated himself for
the office of Mayor Pro Tempore, indicating he
felt his ability, length of service on the
Council, and strong voter support at the recent
election, deserved serious consideration for
the office of Mayor Pro Tempore.

6. Mayor Hart, in her acceptance speech, thanked
the Council for giving her the opportunity to
serve as Mayor. She stated that she has chosen
to serve only one year, and requested the
privilege of review at the end of that year.
She discussed important issues which exist, and
extended an invitation for individual
involvement.

7. Mayor Hart extended the privilege of the floor
to the new Council Members.
8. Mayor Hart recognized and introduced former
Mayors, Vice Mayors and Council Members, who
were in attendance.
9. Proposed resolution authorizing an allowance of
two hundred fifty -five dollars and thirty -five
cents per month to the Mayor, in accordance
with Section 404 of the Charter, was presented.

Motion was made to adopt Resolution No. 83 -1.
Council Member Strauss pointed out that the
subject resolution should be amended in the
last paragraph by adding the following language
after the words, Consumer Price Index, "or Five
Percent (5%), whichever amount is lesser. . ."

The resolution, as revised, was voted on, and
Res 83 -1
adopted.
10. The benediction was given by Reverend Robert B.
Shepard, Jr., of Christ Church by the Sea.

11. Motion was made to adjourn in memory of Agnes
All Ayes
Blomquist, retired president of Newport- Balboa
Savings and Loan Association and active in
civic affairs, who passed away on December 31.
The meeting was adjourned at 4:45 p.m.
