NOTICE OF PUBLIC HEARING
REGARDING ISSUANCE OF MULTIFAMILY HOUSING REVENUE BONDS
NOTICE IS HEREBY GIVEN that, at its regular meeting to be held at 7:00 p.m. on Tuesday, June
11, 2019, at the City Council Chambers of the City of Newport Beach, California (the "City") located
at 100 Civic Center Drive, Newport Beach, California 92660, the City Council of the City of Newport
Beach will conduct a public hearing as required by Section 147(f) of the Internal Revenue Code of
1986, as amended, at which it will hear and consider information concerning the issuance by the
California Statewide Communities Development Authority (the "Authority") of multifamily housing
revenue bonds (the "Bonds"). The proceeds from the sale of the Bonds, if issued, are intended to
be used to finance the acquisition and construction of a 99 -unit senior living multifamily rental
housing project to be known as "Harbor Pointe Senior Living" (the "Project"). The Project is located
at 101 Bayview Place in the City.
The Bonds (if any are issued) will be issued irl an aggregate principal amount not to exceed
$75,000,000. The Bonds may be issued in one or more series. The Bonds will not constitute a debt
or obligation of the Authority, the City of Newport Beach, the State of California, or any other public
body, or to be in any way payable from taxes or other public funds.
If the Bonds are issued, by law, at least 20 percent of the rental units in the Project are required to
be available for occupancy by very low-income tenants at affordable rents.
The Project is being developed and will be owned and/or operated by Harbor Pointe Senior Living,
LLC, a California limited liability company (the "Borrower"), or an affiliate thereof.
ALL PERSONS HAVING ANY INFORMATION RELEVANT TO THE PROPOSED ISSUANCE OF
THE BONDS DESCRIBED ABOVE ARE HEREBY INVITED TO APPEAR AT THE TIME AND
PLACE MENTIONED ABOVE TO PRESENT SUCH INFORMATION TO THE CITY COUNCIL.
If you wish to challenge the City's action on the matter in court, you may be limited to raising only
those issues you or someone else raised at the public hearing described in this notice, or in written
correspondence delivered to the City Clerk's Office at or prior to the public hearing.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Tuesday, June 11,
2019, at 7:00 p.m. a public heating will be conducted in
the City Council Chambers at 100 Civic Center Drive,
Newport Beach. The City Council of the City of Newport ,
Beach will consider the following application:
RMD Zoning Code Amendment - Amend the Newport
Beach Municipal Code (NBMC), Title 20 Zoning Cade, to
correct an error by renaming the RMD (Multiple
Residential Detached) Zoning District to RMD (Medium
Density Residential). The amendment includes revising
the purpose of the zone to allow for attached units in
addition to detached units, consistent with the historic
pattern of development and prior version of the Zoning
Code.
The project is categorically exempt under Section
15305, of the California Environmental Quality Act
(CEQA) Guidelines— Class 4 (Minor Alterations in Land
Use Limitations).
NOTICE IS HEREBY FURTHER GIVEN that on May 9,
2019 by a vote of (4-0), the Planning Commission of
the City of Newport Beach recommended that the
City Council adopt the RMD Zoning Code
Amendment.
All interested parties may appear and present testimony
