A. ROLL CALL.,
B. CURRENT BUSINESS:
Mayor Cox presented a plaque to outgoing
Council Member Philip Maurer for his
dedicated service to the City from
1980 - 1988„ Mayor Cox complimented
Council Member Maurer for his many
contributions to the city and for his
leadership while he served as Mayor.
Council Member Maurer reviewed some of
the accomplishments the City Council
made during his tenure, such as the
dredging of Back Bay and the Airport
Settlement: Agreement. He stated his
biggest disappointment was the defeat of
Measure A in 1986, noting that if it had
been approved by the electorate, there
would have been a new teen center for
the youth„ and Pelican Hill Road would
have been completed by this date. He
complimented the City Manager and his
staff for the cooperation given to him
over the years, and also extended
appreciation to his wife, Pat, for her
loyal and dedicated support. He also
spoke highly of The Irvine Company and
the major contributions they have made
to the City. In closing, he
congratulated newly elected Council
Member Jean Watt.
C. NEW BUSINESS:
The City Clerk administered the Oath of
Office to the newly elected /re- elected
candidates, as prescribed in the State
Constitution, and presented each with a

D. ELECTION OF MAYOR:
Motion was made to nominate the Mayor by
secret ballot and to conduct the
election by secret ballot.
Nominations were received by the City
Clerk, who announced that by majority
vote, Council Member Donald Strauss was
selected as the new Mayor.

served as Mayor from 1986 -1988.
Council Member Cox expressed his
appreciation and stated it was an honor
to serve the City, as this was something
he was extremely proud of and found very
rewarding. He thanked the Council
Members for their support and stated he
would hope they could continue to move
in the right direction.
Resolution No. 88 -114 authorizing an
allowance of $325.03 per month, adjusted
in accordance with the Consumer Price
Index, to the Mayor in accordance with
Section 404 of the Charter, was adopted.
E. ELECTION FOR MAYOR PRO TEMPORE:

Motion was made to nominate the Mayor
Pro Tem by secret ballot and to conduct
the election by secret ballot.

Nominations were received by the City
Clerk, who announced that by majority
vote, Council Member Plummer was elected
as the new Mayor Pro Tem.
The Council decided on their new seating
arrangement with senior members having
first preference.
Mayor Strauss commented at this time
that "I feel this City Council is a
very, very superior Council and I am
looking back at more than 10 years. I
think the persons on this Council are
smart and dedicated. I feel privileged
to serve with each one of them, and I
Indeed feel fortunate. I also want to
thank those persons who elected me as
Mayor. I don't know who did and did not
vote for me as Mayor, and I am happy I
don't know, but I will say for those who
did not prefer me, I hope to surprise
you and be much better than you think.
I also want to compliment the great
staff this City is so fortunate to have,
particularly City Manager Robert L.
Wynn, who is one of the finest human
beings I know."
Council Member Watt expressed
appreciation for the comments made by
outgoing Council Member Maurer. She
indicated she felt there was now a
"balanced" Council. She stated she has
her own "oath of office" to make to
herself, and that is not to forget that
participation from the community is what
really makes this type of government
work. She stated that before being
elected, she was a public participant,
and because she feels this is very
important, she will always encourage
that type of participation and never
forget what it is like to be on the
other side of the microphone.
Mayor Pro Tem Plummer expressed
appreciation for those who elected her
as Mayor Pro Tem, and stated she will do
her very best. She also thanked her
"hard working" committee who guided her
through the election and to those people
who re- elected her to the City Council.
She stated she felt Newport Beach is a
wonderful. City, and a City to be proud
of. She stated that she has some
priorities she will continue to work on
in the next few years regarding capital
improvements in the older section of the
City. She is also elated to be part of
