Happy Friday! This is Carol Jacobs, Assistant City Manager, writing this week's Insider's Guide,
while Grace takes a few days off.
Our next City Council meeting is Tuesday, June 25, 2019. The following items may be of
interest, however this is not a summary of the entire agenda, which can be viewed here.
There will be no Study Session this meeting. The City Council will meet in Closed Session at
5:30 p.m. and will hold the Regular Meeting at 7:00 p.m.
Here are a few of the highlights:
The last item on the agenda will most likely be moved to the beginning of the agenda. This is
one that has deeply affected our Newport Beach City Employee Family. Five years ago, Ben
Carlson, a Newport Beach Lifeguard, lost his life in the line of duty saving a man in distress.
This year would have been Ben's 20th anniversary with the City. Council will consider making
July 6, Ben M. Carlson Day in Newport Beach.
On the Consent Calendar:
• For those of you on Balboa Island, the Water Main Replacement Phase II has been
completed. Work on the Island is always a challenge and we are glad that this $1.9
million dollar project is completed.
• The General Plan Steering Committee has been hard at work and City Council will
consider a contract with Kearns & West for the General Plan outreach. This contract
will help to ensure the City engages the entire community on the General Plan and
provides several opportunities for public outreach.
• Each year the City supports a number of Special Events. The Special Event Support
Program grants are intended to allow meritorious community, social or athletic events
to offset some or all of the City fees associated with the events. There are two types
of events: 1) Community and Charitable Events — benefitting locally based
organizations and causes and/or provide recreational, cultural and/or social benefits to
Newport Beach and 2) Signature Events — large scale events, which are based in
Newport Beach and promote the City regionally, attracting visitors and providing
measureable economic benefits to the community. Staff is recommending the support
of 17 Community and Charitable Events and 8 Signature Events.
• Annual Appointments to Boards and Commissions — This is the time of year when the
City Council appoints members to the City's Boards and Commissions. We are
fortunate to have so many residents involved and working together to make Newport
Beach the wonderful place that it is. I must thank those who have served, it is a lot of
work and no pay, so your service is greatly appreciated.
• Undergrounding of Utilities Bond Issue for Assessment District No. 116 and 11613:
District 116 encompasses 44th Street to 38th Street between Balboa Boulevard and
River Avenue and 116B encompasses the east and west side of Balboa Boulevard
between 47th and 45th. This has been a long time coming and although there will be
some construction challenges, the results will add great enhancements to the area.
As a reminder, public comment is welcome at the City Council meeting. The public can
comment on any item on the agenda. If you cannot attend the meeting and/or want to
communicate with the City Council directly on an item, the following e-mail address gets to all
