I am Jim Ure, 10 year Newport Beach resident and I live on 60th Street and Seashore Dr.
I walk the Boardwalk 4 or 5 times a week in the afternoon or early evening to enjoy our community and get some
exercise. I currently need to dodge the irresponsible bike riders and many motorized vehicles every time I'm on the
Boardwalk or the bike lane on Seashore.
We need your help to fund law enforcement to be visible and enforce our laws before a visitor to our City or a child or a
resident like me gets injured or killed.

I am a 38 year resident of Newport Beach, the last 34 on Seashore Drive in West Newport. Every other block there is
a sign on the boardwalk prohibiting Surreys, skateboards, and motorized vehicles.
Yet - everytime I ride my bike on the boardwalk, I have to deal with everyone of those PROHIBITED vehicles. Surreys
on the weekends full of tourists who don't know what they're doing, with advertising on the back telling other tourists
where to rent these vehicles THAT ARE NOT ALLOWED ON THE BOARDWALK.
Electric bikes are very aggravating as the speed by well in excess of the 8 mph speed limit. Electric scooters, electric
skateboards and electric bikes are more and more prevalent. I can't remember the last time I rode and didn't
encounter them. Today as I rode past the Newport Pier - I saw a row of Electric Scooters lined up outside Boardwalk
Sports with a for rent sign. VEHICLES THAT ARE NOT ALLOWED ON THE BOARDWALK SHOULD NOT BE ALLOWED TO
BE RENTED TO TOURISTS BY BUSINESSES ON THE BOARDWALK - BUT THEY ARE.
The boardwalk would be MUCH SAFER if the existing laws posted every other block would be properly enforced.
We need an additional police officer to make the Peninsula and West Newport a safer place for all of us, touists and
rsidents alike.

Subject: Oppose Proposed Police Hiring
I am a Newport Beach resident and strongly oppose the proposal to hire any new police officers. There is no
basis to add more overpaid salary and bloated pension expense to the city budget given that there are open
positions now and given the downward trend of crimes in the city.
I also am highly skeptical of the proposed need. I live in the Port Streets and we never see any evidence of
police presence — other than the unnecessary and overpriced police helicopter that periodically buzzes our
neighborhood on Sunday nights for no apparent reason.
I also think we have very poor response from the existing police department. I recently filed a claim for return
of Rx sunglasses stolen from our car after the thief had been caught and stolen items recovered but never
received a call back or email from the police in response. That was 2 months ago. This police department
apparently doesn't understand who pays for their salaries so why add more officers to do what exactly?
Stop wasting taxpayer money on unnecessary salary and pension expense that is not justified by any safety
concern or needs.

Will, thanks for responding and helping to educate me on what is being considered and the NB crime stats. My concern
and one raised by many residents here at Mayor Dixons Town Hall two weeks ago was specifically about what is
happening on the boardwalk not crime in general. I was amazed how many residents spoke about it and the passion
they had. The increase in electrified skateboards, scooters and bikes has been dramatic and the bike shops are now
renting them, likely to tourists who are visiting for the day or week who may not have any experience riding them. The
speed of these is just too fast for the crowded boardwalk. Someone is going to get hurt if they haven't already. Unless I
misunderstand the regulation, "motorized" vehicles are prohibited on the boardwalk but I have never once seen anyone
cited. The police response at the meeting was that they just dont have the manpower to deal with that kind of violation.
Thrilled to see crime stats improved and really appreciate the work the NBPD does. I guess my question is that if police
calls are lower and crime is down then shouldn't the police now have some time to tighten up enforcement of the
existing regulations?
I am about to go for my daily ride (non -electric) and hope I dont get run over by a speeding electric bike! Thanks for

43 years, and have noticed increasingly dangerous speeds by motorized and electric vehicles. Too often these speeds
are far too fast to avoid significant injury to pedestrians if there is a collision. We have laws about speed on the
boardwalk. Unfortunately it is my understanding that the peninsula police force is too limited to prioritize enforcing
these rules and laws. I ask that you act to safeguard the pedestrians on our boardwalk by increasing the number of
police on the peninsula so that the boardwalk rules can be enforced. I will not be able to attend your meeting tomorrow

To the City Council Members,
We are writing to the council to support the addition of 2 police officers.
These officers could help not only with the severely impacted boardwalk but a second officer could also help with issues
in other West Newport areas.
The area we are most familiar with runs from Orange Street to the Santa Ana River Jetty.
There has been a large increase in drug use, living in cars and overnight camping. People sitting in cars and using drugs,
or even out on the street ends or beach has become a daily problem and very concerning. Not only from marijuana, we
even found a syringe in our yard a month ago. We need help with that.
There is also a need for more City parking enforcement, not just for pay parking but for other street areas as well. The
presence of more police patrols and City parking control officers could hopefully help deter the drug use and
living/camping in cars.
Also, when the Huntington Beach State Park closes at 10pm, people come to this area and go out on the beach. That
could be patrolled as well.
Lastly, there is the ongoing issue of limited animal control enforcement for dogs on our beaches. There needs to be
more regular, consistent enforcement so the word will spread that people will be cited for breaking the law. Not only
during the day on City beaches - when they are not allowed at all from 10-4:30 — there is still a continuing problem with
people bringing their dogs to the River Jetty area, with no enforcement by the County there either.
We definitely need additional police patrols and presence to help with the drug use. Parking and Animal Control are

The NBPD has done an outstanding job in its control of major crime. However lesser offenses on the Peninsula continue
to rise and now require additional attention. This is likely due to changes in State laws, increasing population in the
region and the arrival of affordable battery powered motors. These motors are attached to not only bicycles but also
scooters, skate boards, children's ride -on cars.
Result:
Vehicles speeding and running red lights on Peninsula streets Speeding bicycles on the boardwalk Flaunting of laws
posted on copious boardwalk signs that state the prohibition of skateboards, surreys, motorized vehicles.
Violations of law are so numerous that residents do not report them and they are not counted including small theft
"Close calls" among pedestrians, bicyclists, skateboards, etc. are numerous and not reportable Many residents, including
those from other neighborhoods in Newport Beach, just avoid the boardwalk and/or have become very agile. It is the
unsuspecting visitor or vacation renter bearing the brunt of the problem.
Children are learning that signs mean nothing and that it's ok to ignore them.
There is a slow but sure erosion of the Peninsula quality of life.
Please approve an additional police officer.

I am a longstanding resident of Newport Beach, and also owner and live in an Oceanfront home on the Balboa Penninsula.
I am writing this letter to comment on the addition of manpower to the Police force, as has been commendably advocated by our
Mayor and representative.
The Balboa Penninsula and surrounding Coastal area continues to experience a dearth in Police coverage, and also in enforcement
This is not only an important Quality of Life issue for the residents in that community. It is about the Safety and integrity of the
waterfront experience for ALL who use and visit
Newport Beach.
The City has recognized the need to fortify and diversify its revenue streams, so it is not overly dependent on Development fees .
Visitor- based Revenue has been recognized as a
Key Driver for the City's economic engine.
In that regard, the City desires, and can expect, ever-increasing volume of Visitors, most of whom are drawn here for the world-
renowned waterfronts including the Ocean and the bay.
The City is building up its Visitor -serving Uses ,such as hotels. It has also enabled the increased Over -concentration of bars and
motorized vehicle rental concessions, thereby increasing the need for
PD presence and enforcement to ensure the safety of all. The nexus of business concentrations is the Balboa Penninsula/W.
Newport area.
With increased population and increased high impact disturbance uses, it becomes even more important to maintain adequate
Police presence and coverage if we wish to maintain a safe and pleasant active environment.
There is nothing that will cause an area to erode as a desirable destination more quickly than excess safety hazards and nuisance
behavior.
If the City does not commit to management of these impacts, it will result in greater risk of safety, nuisance, and degradation of our
coastal community.
We ask that the City Council adopt the following measures, for the benefit of all:
Approve the addition of 1 or 2 Police Officers as recommended, with concentration in the communities where there is high
impact(the Penninsula/W Newport)
Authorize the use of OT as needed to have sufficient peak and night time coverage to respond to Calls for service ( which
the PD claims it is unable to do due to staffing)
Adopt a policy of proactive presence, and aggressive enforcement, and direct the Police Department to "send the
message"—give us more bang for the buck from our roving PD, day and night

Before moving to Newport Beach over 40 years ago, I lived in several different cities: Culver City, EI
Segundo, Redondo Beach, Hermosa Beach, Manhattan Beach, Fullerton, and briefly in Garden
Grove.
have never seen a Police Department of the quality of Newport Beach. They are awesome!
1. Every time I go on vacation, I have them do a vacation check, and I know they really "do" them
because one time I left later than expected and they questioned me at length about what I was doing
hanging around. I had to convince them that it was my house. What a great service they offer.
2. Every time I have had an alarm go off, they have been diligent about checking out my property.
An officer even came to my house and suggested what I could do to make it safer.
3. 1 have called several times to Animal control for help with my own pet, and to help save the lives
of several birds that my cat had brought home to me. They couldn't have been nicer. I also called
them one time to protect a duck which was lost and waddling around in the street. They came right
away. This was quite awhile ago. I am quite certain they don't have the resources for such services
now.
4. When I caged a raccoon in my back yard in early evening, the A.C. officer even called to ask if it
was okay if he picked up the animal first thing in the AM as they are quite ferocious. I totally
agreed. I thought it was so great that he had called.
5. They are always very civil in their dealing with residents ....... even friendly.
6. 1 see them all around town and feel so safe and secure in their presence.
7. 1 just can't think of any time in 40 years that I wasn't overly impressed with them.
Now, however, it has come to my attention that we definitely need more officers on traffic control. I
live in the Heights where the drivers frequently speed. I can't believe all the STOP signs that drivers
run. I really fear for our children who
walk to school in the Heights.
We have a lot of property theft throughout Newport and this must take up much of the time of the
officers. They must need help.
I would unequivocally say that they deserve ALL the support they can get. Please save money
elsewhere.
I would say that if the police need to hire more officers, then by all means, hire more!!!!
A quality Police Department like we have deserves to be treated with the upmost respect, and that
means listening and responding to their needs.

Please note that we need additional officers to support and protect our Community.
We had a homeless man shooting -up heroin at 8:06 AM next to our home this morning on Kings Road, two
officers apprehended the suspect.
This is the fourth incident of its kind within close proximately of our home on Kings Road and Horace Ensign
Middle School and this does not include the multiple burglaries that have happened in the area.
When the Cliff Haven Community Association met with Sergeant Oberon, the officer stated that the
surrounding parks John Wayne, Cliff Drive and Kings Road Parks are experiencing more crime.
Sergeant Oberon was one of the first officers on the scene on the property in which two adults were recently
murdered in Newport Heights.
We need to look at the future of our City and assess the data which should include the California mandates on
increased housing, ADU units, homelessness and the safety of our children and community.
We simply can not afford not to have two additional officers assigned to our Police Department.

To All City Council Members, may name is Craig Morissette, and I strongly support the Budget Amendment to
add more police enforcement for the Peninsula.
As a resident and home owner on the peninsula for nearly 30 years, there is no question in my mind that
additional officers are needed in the summertime. Why? In short, because of electric skateboards, scooters,
and bikes; as well as Uber and Lyft drivers.
Electric devices.
The crowds have arrived, but this year with far more electric skateboard, scooters and bikes traveling at 15-
20mph, frequently while texting, sometimes while drunk, on not just the boardwalk, but sidewalks,
everywhere. The five-foot sidewalk in front of my house one block from the 7-11 Store isn't walkable by
pedestrians on a weekend day. Last weekend, a family of 5 on two tandem bikes and one single bike had a
close call with an electric scooter. The mom fell into a parked car, and the kid on the second seat was thrown
off the bike. Three weeks ago, a family that had rented a 3'wide surrey caused several near misses as bikers
and skateboarder tried to get around the surrey without scratching the parked cars.
The City Council needs to provide the Police Department with an ordinance a) prohibiting use of electric non -
mobility devices on sidewalks, and b) allowing them to seize immediately the toys of reckless operators. The
Council needs to provide the police department with the budget to enforce the ordinance. The council needs
to direct the planning department to study solutions to separate pedestrians from bikes and electric non -
mobility devices. Perhaps the solution is proper signage. The electric devices, as well as bikes, could just as
easily use the alley behind my house, for example. The problem is that most visitors don't realize that is a safe
option. They don't know the lay of the land. Bike trails with signage may help.
Uber and Lyft drivers.
The night of June 22, 1 was drive home down the peninsula just after midnight. As I approached Malarky's on
Newport Boulevard, I could see several cars in the lane next to me backed up behind a car parked in front of
the bar. As I approached the parked car, one of the cars behind the parked car, clearly frustrated, quickly
changed lanes in front of my car. We narrowly missed a collision. You may recall, the entire block was posted
NO STOPPING about a decade ago because of the traffic and pedestrian hazards caused by taxi drivers
stopping to pick up riders in front of the bar. The city solved that problem effectively, but times have now
changed.
Now the problem is Uber and Lyft drivers scrambling for their riders in front of bars. Cassidy's, just down the
boulevard, is just as dangerous as Malarky's. In fact, that same night, after the near collision at Malarky's, an
Uber driver in front of Cassidy's was double parked in the boulevard looking for a rider. The odd thing is that
there were three meter space available in front of the bar. The driver stopped traffic, double parked next to an
empty parking space!! As I passed McFadden that same night, I saw two police units sitting in front of the
Fluter Properties real estate building. I stopped and had a spirited exchange with a sergeant and two officers. I
express my frustration that they weren't patrolling the bars and handing out tickets to Uber and Lyft drivers.
They said that the priority at that time had to be showing a presence in Mc Fadden square as Sharky's and the
Stag Bar closed. They anticipated assaults between bar patrons, and that was their priority at that time. They
also said that the Uber and Lyft driver problem isn't as easily solved because the drivers are all independent
operators, unlike taxis that are permitted. They said that the Uber/Lyft drivers were providing a valuable
service to get drunk people home safely. I absolutely understand their points. Nevertheless, I told them I did
not accept their wasn't a solution to the problem. I expect more from both the NBPD and the City Council.
Times have changed, and the City Council must respond with more summer officers on bikes and vehicles. The
Council and city traffic safety professionals need to look hard at solutions. Maybe it is Uber/Lyft ranks near
bigger bars. Maybe it's temporary NO STOPPING signs in front of bars. Perhaps it's insisting that Uber and Lyft
companies adapt their software to avoid pickups on certain blocks. It wouldn't surprise me if the software
capability wasn't already developed and in use. I know that Uber/Lyft pickups from the Newark, NJ train
station are all directed to a pickup area. There must be a solution.
By the way, thank you to whomever came up with the bright idea of placing cones in front of the Balboa Blvd.
entrance to McFadden Square on weekends. Vacationers and Uber/Lyft drivers attempting to enter the
parking lot were stacking up Eastbound Balboa Blvd traffic and preventing it from entering the McFadden mix
master. Again, brilliant solution!
Those of us that chose to live on the peninsula have to deal with many thing. The list is long: summer parking,
summer traffic, dogs (and inebriated humans) killing plants our front yard plants, trash thrown into the yard,
groups walking back from 7-11 with beer and deciding to have a party on patio furniture, families borrowing
the garden hose or showers on either side of the house to wash the sand off the kids, late-night noise of good
folks having a fun vacation and forgetting they are in a neighborhood with others that just want to sleep.
Some things we accept. That said, I cannot accept dangerous streets and sidewalks.
