Brown, City Clerk - 949-644-3005, (brown@newportbeachca.gov Jennifer Nelson, Assistant City Clerk Confirmation of Annual Citizen Member Appointments to the Finance Committee The annual citizen member vacancies on the City's Finance Committee occurred on June 30, 2019. The citizen members have annual terms that are subject to City Council confirmation. The process to fill the vacancies is provided in City Council Policy A-2 (Boards, Commissions and Committees) and Resolution No. 2017-58. All vacancies were noticed according to the Maddy Act and City Council Policy A-2. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Confirm Council Member Brad Avery's reappointment of Joe Stapleton, Council Member Duffy Duffield's reappointment of William Collopy, Council Member Jeff Herdman's reappointment of Larry Tucker, and Council Member Kevin Muldoon's reappointment of John Reed to serve on the Finance Committee for terms ending June 30, 2020. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: On September 13, 2017, the City Council adopted Resolution No. 2017-58 which, among other changes, modified the term of the Finance Committee's citizen members to align with the fiscal year and confirmed the citizen members' term would be one year or until their respective successor is appointed and qualified. The current citizen members' terms expired on June 30, 2019. 15-1 Confirm Annual Appointments to the Finance Committee July 9, 2019 Page 2 Pursuant to the Maddy Act and City Council Policy A-2, the City Clerk posted a Notice of Scheduled Vacancies on Wednesday, May 22, 2019, in the City Clerk's Office, at the Central Library, and on the digital bulletin board in the City Council Chambers. The Notice was also placed on the City's webpage on Wednesday, May 22, 2019, and published in the Daily Pilot on Saturday, May 25, 2019. As per the Notice, applications were accepted by the City Clerk's Office until noon on Wednesday, June 5, 2019. Copies of the applications of the four nominees are attached hereto as Attachment A. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
