TITLE: Water Well Rehabilitation (Tamura Deep Well) — Award of Contract
No. 7427-2 (19W04)
ABSTRACT:
Staff has received construction bids for the City Water Well Rehabilitation (Tamura Deep
Well) project and requests City Council's approval to award the construction contract to
General Pump Company, Inc. This project will rehabilitate the City's deep water well at
the Tamura site in Fountain Valley (one of four City -owned water wells).
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15302(c) Class 2, (reconstruction of existing facility involving
negligible or no expansion of capacity) of the CEQA Guidelines, because this project
has no potential to have a significant effect on the environment;
b) Approve the project plans and specifications;
c) Award Contract No 7427-2 to General Pump Company, Inc. for the total bid price of
$473,660.00, and authorize the Mayor and City Clerk to execute the contract; and
d) Establish a contingency of $48,000.00 (approximately 10 percent of total bid) to cover
the cost of unforeseen work not included in the original contract.
FUNDING REQUIREMENTS:
Sufficient funding is available in the current Capital Improvement Program budget for the
award of this contract. The following fund will be expensed:

Staff recommends establishing $48,000.00 (approximately 10 percent) for contingency
purposes for unforeseen conditions associated with water well rehabilitation.
DISCUSSION:
At 10 a.m. on June 12, 2019, the City Clerk opened and read the bids for this project:

2nd Bakersfield Well & Pump Company $ 666,400.00
The City received two bids for this project. The low bidder, General Pump Company, Inc.,
possesses a California State Contractors License Classification "C-57" Water Well
Drilling, as required by the project specifications. A review of references for General
Pump Company, Inc. shows satisfactory completion of similar contracts for the City and
other municipalities.
The low bid was 35 percent lower than the Engineer's estimate. The low bid was
significantly lower than industry average prices that have been received for mobilization
and replacement of the pump. The Contractor is very familiar with this project since they
were the low bidder on previous city water well rehabilitation projects. We believe the
familiarity and experience working on the City's wells allowed General Pump Company,
Inc. to provide a very competitive low bid.
The work necessary for the completion of this contract consists of removal and
reinstallation of pump and motor, chemical and mechanical well development, video
surveys, optional caliper and gyroscopic surveys, optional well liner installation (if
required), test pumping, and replacement of the existing pump. Pursuant to the Contract
Specifications, the Contractor will have 45 consecutive working days to complete the
work. Work is scheduled to start in October after the summer high water demand period
ends.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) Class 2, (reconstruction
of existing facility involving negligible or no expansion of capacity) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
