A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH, CALIFORNIA, CREATING A
NEWPORT BEACH LIBRARY LECTURE HALL DESIGN
COMMITTEE
WHEREAS, the City of Newport Beach ("City") is considering building a new
Library Lecture Hall for the City's Public Library, which would require, among other
things, selection of a design and an architect to perform design work; and
WHEREAS, the City Council desires to create a Library Lecture Hall Design
Committee that would be responsible for, among other things, reviewing responses to
the City's Requests for Proposal for the Library Lecture Hall Project ("Project"),
providing a recommendation to the City Council for the selection of an architect,
coordinating and meeting with the architect and City staff on the Project, and making
recommendations, as needed, to the entire City Council in regards to the Project.
NOW, THEREFORE, the City Council of the City of Newport Beach resolves as
follows:
Section 1: The City Council hereby creates a Library Lecture Hall Design
Committee, comprised of five (5) members appointed by the Mayor and confirmed by
the entire City Council in accordance with the procedures set forth in Exhibit 1, attached
hereto and incorporated by this reference. The limited purpose and responsibility of the
Library Lecture Hall Design Committee shall be to review responses to City's Requests
for Proposal for the Library Lecture Hall Project ("Project"), provide a recommendation
for the selection of an architect, coordinate and meet with the architect and City staff on
the Project, and to make recommendations, as needed, to the entire City Council in
regards thereto, as further described in Exhibit 1.
Section 2: The Library Lecture Hall Design Committee shall be an advisory
committee and shall expire and sunset without further action upon the opening of the
Library Lecture Hall.
Section 3: The Library Lecture Hall Design Committee shall be subject to the
Brown Act.

Section 4: If any section, subsection, sentence, clause or phrase of this
resolution is for any reason held to be invalid or unconstitutional, such decision shall not
affect the validity or constitutionality of the remaining portions of this resolution. The
City Council hereby declares that it would have passed this resolution and each section,
subsection, sentence, clause or phrase hereof, irrespective of the fact that any one or
more sections, subsections, sentences, clauses or phrases be declared invalid or
unconstitutional.
Section 5: The recitals provided in this resolution are true and correct and are
incorporated into the substantive portion of this resolution.
Section 6: The City Council finds the adoption of this resolution is not subject
to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2)
(the activity will not result in a direct or reasonably foreseeable indirect physical change
in the environment) and 15060(c)(3) (the activity is not a project as defined in Section
15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6,
Chapter 3, because it has no potential for resulting in physical change to the
environment, directly or indirectly.
Section 7: This resolution shall take effect immediately upon its adoption by
the City Council, and the City Clerk shall certify the vote adopting this resolution.

Library Lecture Hall Design Committee
AUTHORIZATION: Established by Resolution No. 2019-70 adopted on July 9,
2019.
TYPE: The Library Lecture Hall Design Committee ("Committee") is
an ad hoc committee subject to the Ralph M. Brown Act.
MEMBERSHIP AND
QUALIFICATIONS
OF APPOINTED
MEMBERS: There shall be five (5) members of the Committee, appointed
by the Mayor and confirmed by the City Council, comprised
of the following:
A. One (1) member of the Newport Beach City Council;
B. One (1) current member of the Board of Library
Trustees;
C. One (1) former member of the Board of Library
Trustees who is a resident of the City of Newport
Beach ("City") and registered to vote in the City;
D. One (1) member who has a demonstrable design,
artistic, construction and/or development
background, preferably with experience in attending
lectures in the Friend's Room; and
E. One (1) additional member who meets one the above
criterion, is a resident of the City and registered to vote
in the City.
The Mayor shall have discretion to make appointments, to be
confirmed by the City Council, utilizing any appointment
procedure the Mayor deems appropriate and shall not be
required to comply with the appointment procedure set forth
in Council Policy A-2.
The committee shall have a Chairperson and a Vice
Chairperson appointed by the Mayor. The Mayor has the
discretion to appoint either a Council Member or a citizen to
either of these two positions.
MEMBERSHIP
TERM: The term of the appointed members of the Committee shall
be indefinite pending City Council action.
MEETINGS: Meetings shall be held as required by the business needs of
the Committee in such locations, dates and times as allowed
by the Ralph M. Brown Act.
STAFF SUPPORT: Staff support shall be provided primarily by the City
Manager, the Public Works Department, the Library Services
Department and other staff as necessary.
PURPOSE &
RESPONSIBILITIES: A. Review responses to the Request for Proposal for the
Library Lecture Hall project;
B. With input from City staff, make a recommendation to
the City Council regarding the selection of an architect
to perform the scope of work set forth in the Request
for Proposal;
C. Throughout the duration of the Library Lecture Hall
project, hold meetings to provide input to City staff
and the selected architect, regarding the design;
D. Coordinate with City staff and the selected architect,
regarding presentations of the Library Lecture Hall
project design to the public and to the City Council;
and
E. Make other recommendations to City staff and the City
Council regarding the Library Lecture Hall project as
deemed necessary or desirable by the City Council or
Committee.
EXPIRATION: The Committee's existence shall expire and sunset without
further action upon the opening of the Library Lecture Hall.

of said Council held on the 9th day of July, 2019; and the same was so passed and adopted by the
following vote, to wit:
