TITLE: Required Council Reporting: Fiscal Year 2018-19 Annual
Discretionary Grant Report and the Quarter Ending June 30, 2019
Grants and Donations Report
Pursuant to City Council policy, this report provides periodic information regarding grants
and donations. City Council Policy A-12, Discretionary Grants, requires annual reporting
to the City Council. City Council Policy F-3, BudgetAdoption and Administration, requires
quarterly reporting to the City Council of any grants or donations accepted by the City
Manager.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Receive and file.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item. Funds for the Council Discretionary Grants
were included in the FY 2018-19 budget and grants or donations accepted by the City
Manager are included in the budget via City Manager approved budget amendments.
DISCUSSION:
City Council Policy A-12 allows the City Council to, at any time during the year, direct
funds towards worthy projects or programs which the City Council deems beneficial to
Newport Beach's resident's quality of life. The FY 2018-19 funding level for District
Discretionary Grants was $6,000 per district for a total of $42,000. Council members
allocated a total of $35,503 for uses, projects or community entities that benefit the City
as a whole or the Council member's district specifically. Attached is the FY 2018-19
Council Discretionary Grant Report, included as Attachment A.

Per City Council Policy F-3, the City Council will be formally notified of all grants or
donations on a quarterly basis by way of a "receive and file." The City Manager did not
accept any donations during the quarter ending June 30, 2019.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.

the meeting at which the City Council considers the item).
