Good afternoon Mr. Leslie,
My name is Keith Hinckley. I am the Senior Management Analyst in the Municipal Operations Division of the Public
Works Department. Among my various responsibilities, I manage our solid waste contracts. You have inquired about
organics recycling vs. recycling cans and bottles. I will address these programs from the residential program first. Under
our residential refuse collection contract with CR&R, residents are provided with trash carts and can request recycle
carts which are currently optional. CR&R collection vehicles are assigned routes where they collect the trash carts, dump
their trucks, and then return to the same route to collect the recycle carts. The collectors are not to collect the recycle
carts and the trash carts at the same time without my authorization and in very restrictive situations. The material
collected from the recycle carts is taken to a clean Material Recovery Facility -specifically for cans, bottles, cardboard,
etc. There the different materials collected is sorted by type to be sent off to market. The material from the trash carts is
taken to a dirty Material Recovery Facility. This material is sorted to pull out what can be recycled. As you are aware, not
every can, bottle, and recyclable makes it to the recycle cart, but they are separated out at this point. However, recycling
is much more efficient when the recycle materials are placed in the recycle cart not the trash cart. While you might see
the same truck in front of the same house twice on collection day, the material from the trash and recycle carts is
collected separately.
As for organics recycling, that applies to food and plant material. Currently, residents in Newport Beach place their yard
trimmings and food waste in the trash cart. There is legislation that will require this material to be recycled in a different
manner. Currently, commercial establishments are required to have an organic recycling program in place that handles
food waste separately from their regular trash and recyclables. California passed legislation that implemented organics
material recycling on commercial establishments and multi -family residences. These requirements will apply to all
residential units in 2022. The collected material is taken to specialized recycling facilities where it is composted, ground
up and converted to energy, or processed in an anaerobic digester with the end product being energy and compost.
Next January, legislation takes affect with what is done to yard waste. This will impact our community with how
greenwaste is processed.
This might be a bit more of an explanation that you were looking for, but there is a lot involved with recycling in

Subject: Follow up to the "Insider's Guide" of 7/22/19 regarding Organic Recycling
I don't understand Organic Recycling vs. recycling of bottle, cans, etc. How does CRR process
our trash to accomplish Organic Recycling ? If we put different types of waste into separate trash bins --
-does that really help because all the trash bins are dumped into the same truck and it gets mish
moshed together with everyone else's non separated trash ? Thank you.
