TITLE: Spyglass Hill Reservoir Water Mixing System — Notice of Completion
for Contract No. 7428-1 (19W15)
ABSTRACT:
On March 26, 2019, City Council awarded Contract No. 7428-1 for the Spyglass Hill
Reservoir Water Mixing System project to Humphrey Constructors. The work is now
complete and staff requests City Council acceptance of the project and close out of the
contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for
the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice
of Completion has been recorded in accordance with applicable portions of Civil Code;
and
c) Release Faithful Performance Bond one year after acceptance by the City Council.
FUNDING REQUIREMENTS:
The current adopted budget included sufficient funding for this project. The construction
contract was expensed from the following accounts within the budget:

This potable water quality improvement project included installing underground power and
communication lines from the reservoir to the control building, installing a new water mixer
control panel, and installing a submersible water mixer in the reservoir. The contracted work
has now been completed to the satisfaction of the Public Works Department. A summary of
the construction cost is as follows:

The final contract cost was $185,331.32, which was approximately 12.1 percent higher than
the original bid amount. This cost increase was primarily due to the discovery that both of
the existing conduit runs were blocked and thus required their full replacement. The
unforeseen change order work consisted of trenching and installing a new pull box and two
new conduits.

ENVIRONMENTAL REVIEW:
On March 26, 2019, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) Class 2, (reconstruction of
existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a
significant effect on the environment.

NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
