On September 4, 2019, the City Council authorized:
1. Negotiations for a shelter site at 4200 Campus;
2. Directed staff to evaluate public and private sites;
3. Directed staff to look at the City's Corporation Yard at 592
Superior and report back to the City Council regarding feasibility
and costs; and
4. Pursue discussions with other cities regarding joint partnerships

Shelter Operator
Cities that have implemented shelters provide a wide variety of services
and may receive in kind contributions at varying levels; therefore cost
comparisons are difficult.
Costa Mesa, Tustin and Laguna Beach's shelter operations have been
considered as we evaluate options for a shelter located in our City. Per
bed costs range from $15,500 to $54,000 annually.
Services vary depending on the needs identified by the City.
Shelter Models
Housing First Model: Shelter provides individuals with appropriate
services and plans to move them from shelter to permanent
supportive housing.
• Provides social services to work with individuals to create
housing and employment plans, health resources for treatment,
housing aftercare (to keep individuals in housing)
• Provides strong security and rules of behavior
A 24/7/365 day operation

Shelter Models
First Step Model: Shelter operates as a first step with a high priority
on moving individuals forward. This include providing pathways and
interventions that lead to ending their homelessness. These paths
include:
• Transition to Permanent Housing : Section 8 certificates, VASH
vouchers and referrals
• Higher level of Care: Referrals to County Mental Health, Detox
programs, transitional housing
• Transition to family members: transportation and re -unification
• Strong security and rules of behavior
A 24/7/365 day operation
Shelter Models
Alternative Sleeping Location: Purpose to provide a location other than
public spaces for sleeping (parks, beaches)
• Provides meals, showers, laundry service, and transportation
• Day programs offering housing and case management and behavioral
health provided from 10:00 a.m. — 1:00 p.m.
• A 5:00 p.m. to 10:00 a.m. operation, 365 days/year
Staff Recommendation
Staff recommends a Housing First or First Step Model which will
provide individuals with a place to stay and services that will move
them from the shelter to appropriate services and housing.
- Priority to individuals with ties to Newport Beach
- Referral only entry with escorted access in and out
- Security and staffing 24/7
Actions Requested
1. Conduct a Public Hearing
2. Find this project exempt from CEQA
Approve a portion of the Corporation Yard as a possible temporary
shelter site (4200 Campus Site and joint partnerships still under
consideration)
4. Exempt the City from our Development Standards due to Shelter
Crisis (Resolution 2019-84)
Declare a Shelter Crisis in accordance with State Statutes
(Resolution 2019-85)
6. Approve new CIP Project and budget for shelter
7. Authorize the City Manager to select and negotiate with design
consultants and homeless shelter operators
