TITLE: Planning Commission Agenda Report for October 3, 2019
ITEM NO. 1 MINUTES OF SEPTEMBER 19, 2019
SUMMARY: Draft minutes from the September 19, 2019, meeting of the Planning Commission.
The Planning Commission considered the draft minutes and suggested
amendments to the minutes. The amended minutes were approved by the
following vote.
AYES: Klaustermeier, Koetting, Rosene, and Weigand
NOES: None
ABSENT: Ellmore, Kleiman, and Lowrey
ABSTAIN: None
ACTION: Approved as amended.
PUBLIC HEARING ITEMS:
ITEM NO. 2 THE GARDEN OFFICE AND PARKING STRUCTURE (PA2019-023)
Site Location: 215 Riverside Avenue
SUMMARY: A coastal development permit to demolish an existing restaurant/office building
and associated surface parking lot, and to construct a new 41 -space, two-level
parking structure and a 2,744 -square -foot office building. A conditional use permit
is required to authorize the parking structure adjacent to residentially zoned
property. The project includes hardscape, drainage, and landscape improvements.
The proposed development complies with all applicable development standards
including height, setbacks, and floor area limits.
This item was removed from the agenda due to a noticing error. The project will be
re -noticed for the October 17, 2019, Planning Commission meeting.
ACTION: Removed from the agenda, no action taken.

ITEM NO. 3 HORNBLOWER OFF-SITE PARKING (PA2019-143)
Site Location: 2527 West Coast Highway
SUMMARY: A conditional use permit and coastal development permit for off-site parking to
allow the addition of a charter vessel for Hornblower Yachts with a capacity of up
to 192 passengers and crew. The dock is located at 2527 West Coast Highway.
Off-site parking is proposed to be located at Newport Harbor Lutheran Church at
798 Dover Drive for use on the weekdays and 2201 and 2241 West Coast Highway
for use on evenings and weekends.
The Planning Commission conducted a public hearing and approved the project
as recommended with a few minor edits to the resolution.

Recommended Action:
1. Remove from calendar to allow for re -noticing in compliance with the Coastal Act.

ITEM NO. 3 HORNBLOWER OFF-SITE PARKING (PA2019-143)
Site Location: 2527 West Coast Highway
Summary:
A conditional use permit and coastal development permit to allow the addition of two charter boat vessels
for Hornblower Yachts with up to 192 combined passengers/crew located at 2527 West Coast Highway.
No physical alterations to the project location are proposed. The application includes with the use of off-
site parking located at Newport Harbor Lutheran Church at 798 Dover Drive on weekdays and 2201 and
2241 West Coast Highway during evenings and weekends.
Recommended Action:
1. Conduct a public hearing;
2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section
15323 under Class 23 (Normal Operations of Facilities for Public Gatherings) of the CEQA Guidelines,
because it has no potential to have a significant effect on the environment; and
3. Adopt Resolution No. PC2019-030 approving Conditional Use Permit No. UP2019-044 and Coastal
Development Permit No. CD2019-036.
VIII. DISCUSSION ITEMS
ITEM NO. 4 Regional Housing Needs Assessment (RHNA)
Summary:
Staff will provide a presentation providing an update regarding the Regional Housing Needs Assessment
(RHNA) process. The presentation will include the regional determination made by the State Department
of Housing and Community Development and current draft allocation methodology recommended by the
Southern California Association of Governments (SCAG).
