Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Kathryne Cho, Civil Engineer, kcho@newportbeachca.gov PHONE: 949-644-3014 TITLE: 2017-2018 Streetlight Improvement Project — Notice of Completion for Contract No. 6269 (17V02) ABSTRACT: On July 10, 2018, the City Council awarded Contract No. 6269, 2017-2018 Streetlight Improvement Project, to Elecnor Belco Electric, Inc. (Belco) of Chino Hills, California for City streetlight work in the Eastbluff neighborhood. The work is now complete and staff requests City Council acceptance and closeout of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one year after acceptance by the City Council. FUNDING REQUIREMENTS: The adopted budget included sufficient funding for this project. The work necessary for the completion of this contract consisted of replacing old conduits, wiring, pull boxes and streetlight luminaires (with new energy-efficient LED luminaires). Additionally, the contract called for installation of new pull boxes at each streetlight location and three (3) new electrical service cabinets. The 2017-2018 Streetlight Improvement Project was awarded to Belco on July 10, 2018 with a Notice to Proceed date of January 22, 2019. The contract has been completed to the satisfaction of the Public Works Department. A summary of the contract cost is as follows: Original Bid Amount: $ 478,015.00 Actual Cost of Bid Items Constructed: $ 440,015.00 Total Change Orders: $ 35,289.03 Final Contract Cost: $ 475,304.03 Four change orders were issued and the final construction cost was approximately 0.6 percent under the original contract amount. The change orders included work for upgrading one of the luminaires to a more energy-efficient model; relocating two service cabinets per direction of Southern California Edison (SCE); adding additional working days and purchasing additional equipment needed for project completion. The reduction in the original bid amount is due to a reduced number of utility potholing needed for project completion. Staff included a $50,000.00 allowance for potholing work in the roadways and parkways. Only nine potholes were required in the pavement and 16 potholes in the parkway, resulting in a total of $34,000.00 in unspent funds. A summary of the project construction schedule is as follows: Estimated Completion Date per 2019 Baseline Schedule: July 12, 2019 Project Award for Construction: July 10, 2018 Contract Completion Date with Approved Extensions: June 18, 2019 Actual Substantial Construction Completion Date: June 18, 2019 ENVIRONMENTAL REVIEW: On July 10, 2018, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (replacement of existing facilities involving negligible expansion of capacity) of the CEQA Guidelines, because this action will not result in a physical change to the environment, directly or indirectly. 5-2 2017-18 Streetlight Improvement Project — Notice of Completion for Contract No. 6269 (17V02) October 8, 2019 Page 3 NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). In addition, the City Clerk will be filing a Notice of Completion for the project as a result of this action.
