TITLE: Fire Station No. 2 Replacement Project — Approval of Conceptual
Design
ABSTRACT -
Pursuant to Council action on September 24, 2019 this item was continued. Some text
modifications and additional language have been added to this report since
September 24.
Through working sessions with the Fire Department, as well as public outreach meetings
and efforts, Public Works and the project consultant team have developed Conceptual
Plans for the replacement of the Lido Fire Station No. 2 facility at the new location on the
corner of Newport Boulevard and 28th Street. Staff now requests City Council review and
approve the recommended conceptual site floor plan and `Lido' exterior architectural style
for this building, as well as the proposed project construction cost estimate and direct staff
to proceed with preparing final construction documents and obtain bids for construction.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15332 (In -Fill Development Projects) of the CEQA Guidelines as
documented in Attachment E, because this project has no potential to have a
significant effect on the environment;
b) Review and approve the conceptual design and project construction cost estimate
budget; and
c) Direct staff to proceed with the final Fire Station construction documents and obtain
bids for construction.
FUNDING REQUIREMENTS:
This Fire Station No. 2 replacement project is identified within the City's Facility Financing
Plan (FFP). The FFP was lasted reviewed and approved by the Finance Committee on
February 14, 2019 and shows an 11,500 square foot Fire Station No. 2 to be constructed
in 2020 with a rough project cost of $9,907,394 (design, construction and FFE cost).

The current Capital Improvement Program budget includes funding for the design and
construction for the Fire Station No. 2 Replacement Project.
It should be noted that the last time the City Council reviewed the proposed project cost
estimate was on September 12, 2017 during a discussion regarding whether to purchase
property and relocate the fire station or to reconstruct a new station on the current site.
At that time the approved 2017 FFP included a 10,000 square foot Lido Station being
constructed in 2018 with a rough estimated design/construction cost of $8,405,000.
The decision was made to purchase the property for $4,010,000 and relocate the facility
to 2807 Newport Boulevard. With that, the FFP was revised to push the construction out
2 years to 2020, the estimated building square footage increased to 11,500, and the rough
estimated design/construction cost adjusted to $9,907,394.
BACKGROUND:
The current Lido Fire Station No. 2, located on 32nd Street, was constructed in 1952 and
requires frequent maintenance and repairs. While the existing structure is functional, it is
too small and no longer meets the operational needs of the Fire Department and
community. In lieu of trying to construct and relocate the fire station to a temporary facility,
and then demolish and reconstruct a new fire station on the existing property, the City
had the opportunity and purchased a 17,693 square foot property located at
2807 Newport Boulevard (Attachment A) where the new Fire Station No. 2 facility will be
constructed. In January 2018 the new property was purchased, and in April 2018 the
existing restaurant building was removed and utilities terminated in preparation for the
new fire station.
DISCUSSION:
The Lido Fire Station No. 2 project is currently included as a planned project within the
City's Facilities Financing Plan. A conceptual design for the replacement of Fire Station
No. 2 has now been developed by WLC Architects, with input from the Fire Department
and the community. Three preliminary exterior concepts and site plan were presented to
the public at a community meeting on September 10, 2018, including `Modern', `Urban
Contemporary' and `Lido' styles. There was substantial support for the `Lido' option, but
there were also some requests for a fourth option. At the public's request, a fourth option
was prepared which included an exterior with a brick fagade (Attachment B).
On June 3, 2019, at Mayor Dixon's District 1 Town Hall Meeting at Marina Park, all four
options and site plan were presented and again the `Lido' option received overwhelming
support. The feedback received from attendees at both meetings supported the `Lido'
option. This option meets the public's expectations and reflects the community's
architecture style. Additionally, through the project review and community input
discussions, several community requests were made for a public restroom in this area as
the nearest ones are located at the Newport Pier or 38th Street Park. This concept
includes a small detached facility on the site along Southbound Newport Boulevard.

The concept design shows an 11,068 square foot fire station (Attachment C) that
includes:
• 4,316 square foot apparatus bay with three doors;
• Secure medical storage room;
• Twelve dorm rooms;
• 30 person locker turnout;
• Improved kitchen, day room and fitness areas;
• Extractor room and wash down areas for contaminated clothing and gear;
• On-site parking for fire personnel; and
• A separate on-site public restroom facility.
In addition, given the location of the proposed new fire station, for fire crews to efficiently
depart the new station and enter onto both Newport Boulevard or Balboa Boulevard, a
new traffic signal will be constructed at Newport Boulevard (Southbound) and 28th Street.
Both this new signal and the existing signal at Newport Boulevard (Northbound) and
28th Street will be tied into the fire station and coordinated to operate with the departing
fire apparatus.
As a key part of the concept development, the Fire Department formed a review
committee consisting of fire personnel familiar with the requirements for this station. The
Fire Department review committee worked alongside Public Works staff and the design
consultant to develop and refine the new station layout. The Fire Department supports
this concept plan as it addresses the essential functions for this station.
Project Cost Estimate
The estimated fire station facility project cost (design, construction, incidentals) is
$9,564,500 and itemized below (not including the recent land purchase).
The overall estimated Fire Station facility budget is as follows:

Budget
The current budget in the City's FFP includes $9,907,394 (2020 dollars) for Fire Station
No. 2. The FFP estimate did not include the cost for an off-site traffic signal or detached
Public Restroom, however, as is shown in the above project cost estimate, they can be
accommodated into the project and still be within the projected FFP budget.

It is important to note that the proposed budget is based on a conceptual plan and
preliminary engineering cost estimate; therefore, it is likely that some line items may
adjust due to the final design and future construction costs at the time of project
advertisement. In addition, as the design progresses, staff will continually be looking for
opportunities to reduce costs while providing the desired function and quality for this
project.
Adjacent Roadway Improvements
In coordination with the new fire station project, and as a separate construction project,
staff plans to complete the planned new traffic signal at Newport Boulevard (Southbound)
and 28th Street as well as additional budgeted pedestrian crosswalk, parking and roadway
improvements to the 28th Street neighborhood (FY 2019-20 CIP project), prior to the
construction of the new fire station. The roadway improvement concept includes the
following:
• New traffic signal at the Southbound Newport Boulevard/28th Street intersection to
improve pedestrian crossings and facilitate ingress and egress of fire engines
(traffic signal will be connected to the City's Traffic Management Center and
coordinated with other peninsula signals);
• Widening the sidewalk to create "bulb -outs" at the 28th Street crosswalks at both
Southbound Newport Boulevard and Balboa Boulevard intersections to enhance
pedestrian crossings (improvement is a recommendation of the previous
Pedestrian Crossing Study of Balboa Peninsula);
• Installation of a pedestrian flashing beacon at the 28th Street/Balboa Boulevard
crosswalk to enhance pedestrian crossings (improvement is a recommendation of
the previous Pedestrian Crossing Study of Balboa Peninsula);
• Conversion of parallel parking to head -in angled parking along the 200 block of
28th Street, creating an increase of seven parking spots (net gain of four spots
when considering three existing spots removed for the fire station driveway); and
• Additional intersection lighting and roadway landscaping.
A concept for these roadway improvements has been developed and included as
Attachment D.
The planned roadway improvement concept has been circulated, via letter, to the
residents adjacent to the proposed enhancements. Estimated costs for this planned
roadway work will be determined as part of the street design and is not included in the
fire station detail estimate above (other than the new traffic signal). The funding for these
street improvements (other than the new signal which would be funded by from the fire
station project) is included within the approved 2019-20 Capital Improvement Program
budget (Balboa Peninsula Crosswalk Improvements).

ENVIRONMENTAL REVIEW:
The project qualifies for a categorical exemption pursuant to Section 15332, of the
California Environmental Quality Act Guidelines (Class 32 for In -Fill Development
Projects). The exemption applies to in -fill development projects in urban areas that are
consistent with the General Plan and applicable development standards. In addition, the
proposed development must occur on a site of no more than five acres, have no value as
habitat for endangered, rare or threatened species, be adequately served by all utilities
and public services, and must not result in any significant effects relating to traffic, air
quality, water quality, or any other significant effect on the environment due to unusual
circumstances.
The proposed project is 0.41 acres in size, is located in an urban area, and can be
adequately served by all required utilities and public services. The project is consistent
with the General Plan designation and policies, and will be designed to be consistent with
all applicable Zoning Code regulations. The project will comply with Chapter 10.26
(Community Noise Control) and Chapter 10.28 (Loud and Unreasonable Noise) of the
Newport Beach Municipal Code. The project will be subject to the implementation of a
water quality management plan (WQMP). A traffic analysis of average daily trips
generated by the project has been prepared by the City Traffic Engineer and indicates
the project would not result in significant traffic impacts. The City Utilities Department has
indicated there is sufficient water/waste water utilities available to serve the project. The
project site is expected to have less than significant impacts related to traffic, noise, air
quality, and water quality. An analysis of the property indicates that the project site and
adjacent areas have no value as habitat for endangered, rare, or threatened species. A
more detailed analysis and determination supporting the Class 32 exemption is attached
as Attachment E.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item). Furthermore, Public Works
has presented and discussed this project at several prior City Council meetings, two
District 1 Town Hall meetings as well as sent notification letters regarding proposed 28th
Street frontage and parking modification to the affected 28th Street property owners.

The project is categorically exempt under Section 15332, of the California Environmental
Quality Act (CEQA) Guidelines — Class 32 (In -Fill Development Projects). This exemption
applies to in -fill development projects in urban areas that are consistent with the General
Plan and applicable development standards. In addition, the proposed development must
occur on a site of no more than five acres, have no value as habitat for endangered, rare
or threatened species, be adequately served by all utilities and public services, and must
not result in any significant effects relating to traffic, air quality, water quality, or any other
significant effect on the environment due to an unusual circumstance.
a) The project is consistent with the applicable general plan designation and
all applicable general plan policies as well as with applicable zoning
designation and regulations.
The project site is designated Visitor Serving Commercial (CV) by the Land Use Element
of the General Plan and zoned Commercial Visitor -Serving (CV) by Title 20 of the Newport
Beach Municipal Code (Zoning Code), both of which are intended to provide for areas
appropriate for accommodations, goods, and services intended to serve primarily visitors
to the City. Fire stations and personnel are integral in providing life safety and protection
services to both visitors and the general public.
The fire station use is intended to serve local residents and visitors to the Balboa
Peninsula. An estimated 20,000-100,000 tourists and visitors enter the City daily during
the summer months, many of them coming to the public beaches, bay, piers, and visitor
serving restaurants and retail shops located in the vicinity of the subject property. Fire
personnel stationed in this area will ensure both visitors and residents are adequately
served in the event of medical and other emergencies.
Pursuant to Director's Determination No. DD2017-002, fire stations are an allowed use in
the CV Zoning District and are consistent with the CV General Plan land use category.
The gross floor area of the proposed fire station development will be less than or equal
to the 0.5 floor area limit (FAR) limit for the subject property. Development of the site will
be consistent with General Plan Policies as indicated below.

Land Use Policies
Policy LU 2.6 Visitor Serving Uses. Provide uses that serve visitors to Newport
Beach's ocean, harbor, open spaces, and other recreational assets,
while integrating them to protect neighborhoods and residents.
Policy LU6.1.1 Adequate Community Supporting Uses. Accommodate schools,
government administrative and operational facilities, fire station and
police facilities, religious facilities, schools, cultural facilities,
museums, interpretive centers, and hospitals to serve the needs of
Newport Beach's residents and businesses.
Policy LU 6.1.2 Siting of New Development. Allow for the development of new
public and institutional facilities within the City provided that the use
and development facilities are compatible with adjoining land uses,
environmentally suitable, and can be supported by transportation
and utility infrastructure.
Policy LU 6.1.3 Architecture and Planning that Complements Adjoining Uses.
Ensure that the City's public buildings, sites, and infrastructure are
designed to be compatible in scale, mass, character, and
architecture with the district or neighborhood in which they are
located, following the design and development policies for private
uses specified by this Plan. Design impacts on adjoining uses shall
be carefully considered in development, addressing such issues as
lighting spillover, noise, hours of operation, parking, local traffic
impacts, and privacy.
b) The proposed development occurs within city limits on a project site of no
more than five acres substantially surrounded by urban uses.
The project site is within the Newport Beach City limits and consists of approximately
17,693 square feet or 0.41 acres of land area. The project site is surrounded by other
urban uses including a hotel, offices, restaurants, retail and service uses, and residential
uses to the west across Newport Boulevard.
c) The project site has no value as habitat for endangered, rare, or threatened
species.
The subject property has been developed and utilized as a 26 -space surface parking lot
since 2018 and was previously developed with a drive-through restaurant. There is no
potential for special -status plants or animals to exist on the vacant lot. The project does
not encroach into or abut any jurisdictional waters or areas that support native and/or

sensitive habitat. The site is surrounded by fully developed public streets (Newport
Boulevard and 28th Street) and commercial development and intervening development
separates the site from Newport Harbor. The property does not provide any wetland areas
and fully complies with current City Policy regarding wetland buffers (Coastal Land Use
Policy 4.2.2-3). Thus, there would be no direct or indirect impacts to wetland
environmentally sensitive habitat areas (ESHA) associated with the project. For these
reasons, the project site has no value as habitat for endangered, rare, or threatened
species. Given the urban character of the surrounding area, no significant impacts to
biological resources would occur.
d) Approval of the project would not result in any significant effects relating to
traffic, noise, air quality, or water quality.
An analysis of traffic trips for the project concluded that the generated trips would not
result in a significant traffic impact. The project involves the construction of a new Fire
Station 2 at the corner of Newport Boulevard and 28th Street. As part of the project, the
existing Fire Station 2 will be removed at the current location on 32nd Street at Via Oporto.
The response area (First -In Area) for Fire Station 2 will not change with the new project.
The Fire Department keeps record of all calls at the existing Fire Station 2. Currently,
there is an average of 62 trips per day for Fire Station 2. This includes 42 engine, truck,
and paramedic trips. In addition, there are 8 employee trips and 12 training trips per day.
Given no planned changes to the response area with the project, there would be no
additional traffic trips with the new Fire Station 2 project. The traffic trips associated with
Fire Station 2 already exist in the roadway system. The new Fire Station 2 will be located
approximately 0.23 miles from the existing Fire Station 2. The new location will remain
central to the Fire Station 2 "First -In Area'. For this reason, the trip distribution for the new
Fire Station 2 will not change. There are no significant traffic impacts with this project.
The project will comply with Chapter 10.26 (Community Noise Control), which exempts
governmental functions and services on public property, and Chapter 10.28 (Loud and
Unreasonable Noise) of the Newport Beach Municipal Code. Construction would occur
during daylight hours consistent with applicable restrictions of Chapter 10.28. On-site
noise would be consistent with other non-residential uses. The use of an outdoor PA
system at fire stations is typically limited to daytime hours. The anticipated route for
emergency vehicles would be Newport Boulevard and Balboa Boulevard, which is similar
to current routes used by emergency vehicles responding to calls on the Balboa
Peninsula. Fire Department personnel are required to adhere to protocols that limits use
of sirens when required by vehicle code and on an as needed basis only. Typical practice
of using sirens is to alert other vehicles present or when crossing an intersection.
Additionally, the Opticom system automatically activates traffic signals when the vehicle's
transmission is in drive and emergency lights turned on to aid transit and reduce siren
use.

The project site is currently developed as a surface parking lot with uncontrolled drainage
and untreated storm water. The construction of the project will be subject to the approval
and implementation of a water quality and management plan (WQMP) that when
implemented, should improve water quality over the current untreated condition thereby
avoiding impacts to water quality.
Neither short-term nor long-term air pollutant emissions will exceed significance
thresholds established by the South Coast Air Quality Management District (SCAQMD)'.
Nonetheless, the proposed project is required to comply with all applicable SCAQMD
regulations. Therefore, approval of the project would not result in significant impacts
relating to air quality.
e) The site can be adequately served by all required utilities and public
services.
All required utilities, including sewer, water, energy, telephone, etc. are available to the
project site and were adequate to serve the prior fast food (with drive through) restaurant.
Domestic water services are available along Newport Boulevard and 28th Street and fire
water service is located along 28th Street. A wastewater main line is located along
Newport Boulevard to the east of the project site. The City Utilities Department has
indicated there is sufficient water/waste water utilities available to serve the project.
Project implementation is estimated to utilize less water and produce less waste water
than the fast food restaurant which was in operation at the project site until 2015.
