TITLE: Bison Avenue, San Joaquin Hills Road and San Nicolas Drive
Pavement Rehabilitation Project — Award of Contract No. 7433-2
(19R21)
ABSTRACT:
Staff has received construction bids for the Bison Avenue, San Joaquin Hills Road and
San Nicolas Drive Pavement Rehabilitation project and requests City Council approval to
award the construction contract to R.J. Noble Company, Inc. This project will cold mill
grind and overlay the existing pavement with asphalt concrete.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301(c), Class 1 (maintenance of existing public facilities
involving negligible or no expansion of use) of the CEQA Guidelines, because this
project has no potential to have a significant effect on the environment;
b) Approve the project plans and specifications;
c) Award Contract No. 7433-2 to R.J. Noble Company, Inc., for the total bid price of
$2,681,325.00, and authorize the Mayor and City Clerk to execute the contract; and
d) Establish $270,000.00 (approximately 10 percent) contingency to cover the cost of
unforeseen work not included in the original contract.
FUNDING REQUIREMENTS:
Sufficient funding is available in the current Capital Improvement Program budget for the
award of this contract. The following funds will be expensed:

Staff recommends establishing a $270,000.00 (approximately 10 percent of total bid) for
contingency purposes and unforeseen conditions associated with construction.
DISCUSSION:
At 11:30 a.m. on October 29, 2019, the City Clerk opened and read the following bids for
this project:
The City received five bids for this project. The low bidder, R.J. Noble Company, Inc.,
possesses a California State Contractor's License Classification "A", as required by the
project specifications. A review of references for R.J. Noble Company, Inc. shows
satisfactory completion of similar contracts for the City and other municipalities. R.J.
Noble Company also just recently completed the MacArthur Boulevard and University
Drive pavement rehabilitation project for the City.
The low bid was 10.6 percent below the Engineer's Estimate of $3,000,000.00. The
disparity between the bid and the Engineer's Estimate is attributed to the competitive unit
price for pavement removal. Staff also believes that the Contractor's knowledge and
familiarity working on similar recent City projects may have led to this very competitive
bid.
The proposed project includes mobilization, traffic control implementation, staking and
survey monument restoration, utility coordination and verification, clearing and grubbing,
removal of existing areas of failed roadway pavement, subgrade preparation, cold milling
grinding of existing asphalt pavement, crack sealing, construction of asphalt concrete
pavement, asphalt rubberized hot mix pavement, concrete driveway approaches,
concrete cross gutters, concrete curb ramps, concrete curb and gutters, concrete median
curbs, minor landscaping and irrigation repairs, utility adjustments, traffic signage
improvements, striping, and traffic signal improvements and all other work required by the
contract documents.

Pursuant to the Contract Specifications, the Contractor will have 60 consecutive working
days to complete the work. Work is scheduled to start in January 2020 after the holidays.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301(c), Class 1, (maintenance
of existing public facilities involving negligible or no expansion of use), of the CEQA
Guidelines, because this project has no potential to have a significant effect on the
environment;
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
