TITLE: West Coast Highway Median Landscaping Phases 2 and 3 — Award
of Contract No. 7189-2 (181_11)
ABSTRACT:
Staff has received construction bids for the West Coast Highway Median Landscaping
Phase 2 project and requests City Council approval to award the construction contract to
KASA Construction, Inc.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301(c) (minor alterations of existing facility involving negligible
or no expansion of capacity) of the CEQA Guidelines, because this project has no
potential to have a significant effect on the environment;
b) Approve the project drawings and specifications;
c) Recognize KASA Construction, Inc. as the lowest responsive bidder based on the
base bid plus all additive bid items and award Contract No. 7189-2 to KASA
Construction, Inc. for the base bid price of $967,450.50 plus additive bid items 44, 45
and 46 to add artificial rocks to Phase 1 for $7,900.00, for a total contract price of
$975,350.50, and authorize the Mayor and City Clerk to execute the contract;
d) Establish $97,000.00 (approximately 10 percent) contingency to cover the cost of
unforeseen work not included in the original contract; and
e) Approve Budget Amendment No. 20-022 appropriating $64,739.00 from
unappropriated Neighborhood Enhancement Fund balance to the West Coast
Highway Median Landscaping project 181_11.

FUNDING REQUIREMENTS:
The current Capital Improvement Program Budget includes $1,042,611.50 for the West
Coast Highway Medians Landscaping project for Phase 2 of a proposed four phase
program. Phase 3 was estimated to cost another $600,000 and was not fully funded
during this year's CIP budget approval. As the plans and specification were being put
together, staff determined that it would be advantageous to include the proposed Phase
3 work within the Phase 2 design package and go through the lengthy Caltrans permitting
process just once while also potentially gaining some overall cost savings due to the
larger quantity of work. Thus, this project includes both Phase 2 and 3 planned median
rehabilitation work. The Budget Amendment appropriates an additional $64,739.00 from
Unappropriated Neighborhood Enhancement Fund balance to the West Coast Highway
Median Landscaping project 181-11 so as to completely fund both phases of work within
this construction contract. If the budget amendment is approved, there is sufficient
funding to complete this project.

Pursuant to the Council's 2011 West Newport Citizen Advisory Panel and Neighborhood
Revitalization Committee's (CAP) vision, staff has introduced priority beautification
elements to the area, which include the undergrounding efforts on Balboa Boulevard from
West Coast Highway to Newport Pier and landscape improvements on Balboa Boulevard,
along with landscape improvements on West Coast Highway from the Santa Ana River
to Newport Boulevard. Balboa Boulevard landscaping was completed in 2014.
This construction contract focuses on the second and third of four proposed landscaping
phases on West Coast Highway, extending from the City Oil Field entrance on the western
end to Newport Boulevard on the eastern end. Caltrans has now issued a permit for
these two phases which will include removing existing vegetation and hardscape on two
center medians to accommodate new landscaping, replacing existing outdated irrigation
systems, replacing missing and degraded parkway landscaping on the southerly side of
the road, and providing a staining restoration treatment for the existing colored/stamped
concrete located within the median.

At 10:30 a.m. on October 29, 2019, the City Clerk opened and read the following bids for
this project:
The apparent low bidder for this project, KASA Construction, Inc. submitted a bid
approximately 22% percent less than the Engineer's Estimate of $1,245,000. KASA
Construction, Inc. submitted all the necessary forms and possesses a Classification "A"
and "C-27" California State Contractors Licenses as required by the project specifications.
Staff believes that merging Phases 2 and 3 resulted partly in the significant savings
realized. A check of the contractor's references indicates satisfactory completion of
similar projects for other public agencies. KASA Construction, Inc. has also successfully
completed other projects for the City. KASA Construction, Inc. completed the MacArthur
Boulevard Slope Landscaping Project, and the Back Bay View Park Maintenance Project.
Work necessary to complete this contract consists of clearing and grubbing, removing
embossed concrete paving, installing artificial boulders, landscape establishment and
maintenance, irrigation improvements and all other incidental items of work to complete
work in place. KASA Construction, Inc. will have 75 consecutive working days to
complete the work once given the notice to proceed. Work is expected to begin in January
2020, with the landscape establishment period continuing through August. Traffic control
has been designed to minimize traffic impacts by using a phased directional approach
based on the morning and afternoon peak traffic patterns.
