GENERAL PLAN UPDATE - PUBLIC COMMENT BY HOIYIN IP NOV. 18, 2019
I'm concerned about the consultant costs v. the effectiveness of outreach.
The launch event ($24,895) wasn't as well attended as expected. Publicity for district workshops seems even weaker. I
exchanged thoughts with some community members, feel it's necessary to share the numbers we got. The math isn't
accurately logical. But a big intention of the district workshops is to reach out to "new" people. (SPON people at the
workshops were not counted as "new." Ebb Tide people at the workshop were counted as "new.")
Consultant Cost Number of New People Investment on Each New Person
Nov. 12 District 2 $7,500 15 $500
Nov. 14 District 3 $7,500 2 $3,750
Consultant cost is $62.50 per minute.
• Should the activities start with a poll on your favorite kind of cookies? An alternative way to grab people's
attention is to start with a sense of mission. A relevant poll could be about the elements in the Sustainability
Plan - a good lead to the housing portion.
• 1 must give credit to Jim Campbell and Ben Zdeba for being practical during the housing portion. Some responses
from participants were expected. Jim replied clearly: 1) We're not here to debate on Newsom; 2) You could
build a lot of homes in Coachella, but people want to live where jobs are. Saying these in the beginning may save
some minutes of consultant cost from the debate.
• 1 also suggest some relevant "leads" in the beginning. For instance, what should we have learned from the
recent power outages in the Bay Area? We need local (clean) power - micro grids. Shall we keep debating on
Newsom until we get a blackout? Clear direction must be set for $62.50 per minute.
It's not too early to set expectations for the pop-up event ($10,000) at the boat parade. Thanks!
