Staff Recommendations
➢ Determine this this action is exempt from environmental review under CEQA pursuant to
the categorical exemptions set forth in Sections 15301 (Existing Facilities), 15303 (New
Construction or Conversion of Small Structures) of the CEQA Guidelines, California Code
of Regulations, Title 14, Division 6, Chapter 3, because there is no substantial evidence
demonstrating an exception to reliance on the categorical exemptions
Approve the Second Amendment to the Declaration of Special Land Use Restrictions
between the City of Newport Beach and The Irvine Company LLC
➢ Approve a Professional Services Agreement (PSA) with RCA of Newport Beach, California,
for Central Library Lecture Hall Building project at snot -to -exceed price of $622,670 and
authorize City Manager and City Clerk to execute the Agreement
➢ Approve Budget Amendment appropriating $110,000.00
