TO: Fred Talarico, Environmental Coordinator FROM: Pat Temple, Senior Planner „ SUBJECT: Screencheck Initial Study, GPA 82-2(c) Superior Avenue Medical Office Below are the Advance Planning comments on the screencheck initial study. 1) Page 5: Shouldn't acceptance of a traffic study be included in the list of actions in addition to discretionary actions? 2) Exhibit 5: There is a church and school on the southeast corner of 16th and Monrovia. 3) Exhibit 6: Land Use Designation map needs correction. 4) Pages 7 & 8: Correct as indicated on marked copy. 5) Page 9: Zoning designation is "R-3 (2178)". 6) Pages 10 & 11: Discussion of growth inducing impacts should include the area southerly of the proposed project to the Beach House site (Lots 1 thru 4 on Exhibit 5) . This is the area which will be subject to the strongest pressure. Also, possible impacts on the more under-developed areas easterly of Superior Avenue should be discussed. 7) Page 11: Correct Residential Growth Element paragraph as indicated. 8) Page 12: Housing Element discussion should include a quantification of housing opportunities lost (at 20 du/acre) for the project area and expanded study area. Significance of this loss can be determined by comparing to residential increases in other parts of town, and the use of a portion of the project area as a "residential medical care" type of use which is consistent with the proposed land use designation. Screencheck Initial S , GPA 82-2(c) • Page 2 - 9) The entire discussion of setting and impacts lacks a discussion of the demand for medical facilities generated by Hoag Hospital both now and with their future expansion plans. Some evaluation should be made as to whether the existing land areas currently designated for Administrative, Professional and Financial Commercial could be intensified to satisfy this demand or whether additional areas are needed. 10) There is no discussion of criteria for the height use permit. 11) Does the surgical scanner unit use or produce any hazardous material? 12) Page 27: Is the existing city policy on construction hours adequate next to a convalescent hospital? 13) Page 28: Mitigation measure language should be revised to require action rather than give commentary.
