Dear Mr. Lenard:
Ms. Pat Temple has contacted our school district regarding possible
new residential units located in the Koll Center in Newport Beach,
adjacent to the airport. If my understanding of the location is correct,
these units would be within the district boundaries of the Santa Ana
Unified School District.
The closest schools to these contemplated units would be Taft Elementary
(K-5) a distance of 5 miles, McFadden Intermediate (6-8) a distance of
6 miles and Saddleback High School (9-12) a distance of 51 miles. By
its policy the Santa Ana Board of Education would provide transportation
for elementary pupils but not for intermediate or high school pupils.
'1 There are no plans to build additional schools that would serve the area
of the proposed enrollment, therefore there is room available at the three
previously mentioned schools.
In order to be more specific regarding busing or building, we would need
a projection of the contemplated number of pupils in the proposed resi-
dential area.

reviewed your Notice of Preparation of a Draft EIR for the General
Plan Amendment (79-2) for Newport Beach (SCH #79Q90632). ,
From the data furnished we can determine no degree of involvement.
It does not appear that we will have discretionary approval
authority over any aspect of the project. We have, therefore,
no comments to offer at this time. Should any phase of the revision
to the General Plan amendment impinge upon airports or aviation
facilities, we request the opportunity to review and comment.

SUBJECT: Draft Initial Study - &eneral Plan Amendment 79-1 a proposed
amendment to the Lend 'dUse, Residential Growth, and Recreation,
and Open Space (Elements of the Newport Beach General Plan.
The purpose of this memorandum is to set a meeting of the•Environmental
Affairs Committee for Monday, October 15,-1979, at 3:30 p.m. at the
Community Development Department. The purpose of this meeting will be
to review the•environmental documentation on General Plan Amendment 79-1
and make such recommendations to the City Council as the Committee
deems appropriate on the environmental documentation for this .project.
Since the project is one 'being prepared by staff, I have requested Bob
Lenard and Rich Edmonston to attend this meeting. Additionally, as'the
projects environmental documentation may be of interest to the City
Manager's Office, I am sending Mr. Wynn a copy of this memorandum and
Draft Initial Study on this project.
If you cannot attend this meeting, please contact the Director of your
Department so that he might designate an alternate or designate an alternate
if you are the -Director. It is presently anticipated that the Draft Initial
Study will be completed and transmitted to you on Thursday, October 11 , 1979.

RESPONSE TO LAND USE PROPOSALS
The following comments are submitted in response to the land
use alternatives for Site No. 6 "Newport Center" in the interest
of the Newport Center Association to promote a better environment
for both business and residential development.
It is our understandiAg that the available space for business
use has been reduced by approximately 600, 000 square feet from
the space originally allocated in the General Plan currently in .
effect. The current proposal would further reduce available
business space. Any such reduction appears unfounded based on
environmental considerations. A reduction of business space in
the Newport Center area will cause the infiltration of businesses
in outlying rural areas causing more environmental damage than if
this business development was allowed in the Newport Center area.
If the 'street improvements are made in accordance with the
city traffic model, those improvements would be sufficient to
carry increased traffic resulting from increased business develop-
ment. Because of the established business development in Newport
Center, allowing residential use instead of business growth in
many areas would not be in the interest of good community planning
because many of the sites are not conducive to residential develop-
ment.
By allowing higher density housing in those areas that are
conducive to residential development, the coastal commission' s
mandates and the city' s plans for affordable housing which require
the building of houses in various price ranges would be easier to
comply with.

The proponents of reduced growth have failed to supply any
substantial information to justify any further reduction in
development of the Newport Center area. Any proposed reduction,
not to mention a proposed reduction of twenty to fifty percent,
is totally unsupportable. The proponents of reduced growth have
failed to provide the necessary information to take such affirmative
action. Reduced growth sounds good, but cannot be supported
environmentally or economically.

At the Planning Commission Study Session of September 13 , 1979 ,
a joint meeting with the Local Coastal Plan Advisory Committee ,
information was presented by the State Department of Fish & Game
regarding environmentally-sensitive aroas adjacent to Upper .
Newport Bay.
Due to the very preliminary nature of this information , I would
suggest that it not be used in environmental documentation or
determinations on GPA 79-1 . Due to the nature of the work , it
might be successfully argued that a draft EIR should be prepared
in accordance with Section 150E4(c) ofthe "State EIR Guidelines . "
If you should have any question in regards to this , inform me
so that we might meet to discuss.

Scope of Investigation
The proposed Initial Study on this project will be prepared in accordance with
the "State EIR - Guidelines," specifically Section 15080. Additionally, the
scope of investigation will focus on traffic impacts, openness of vista or view,
cost/revenue, sewer capacity, energy requirements and implications for the
John .Wayne Airport.

interested agencies . Attached is a project description to be for-
warded with the "notice of preparation" .

General Plan Amendment 79-1
An amendment to the Land Use , Residential Growth , Circulation , and
Recreation and Open Space Elements to include :
1 . Possible reduction in allowable intensity of development on
the major commercial /industrial undeveloped sites , and reduc-
tion in the number of dwelling units allowable on the major
residential undeveloped sites , including , but not limited to ,
the following :
( a ) Koll Center
(b ) Jamboree/MacArthur
(c) San Diego Creek
( d) North Ford
(e ) Aeronutronic-Ford
(f) Newport Center
(g ) Bayview Landing
( h ) Castaways
(j ) Westbay
( k ) Newporter North
( 1 ) Big Canyon
(m) Baywood
(n) Fifth Avenue
(o ) Becco
2. Development of a phasing plan to coordinate new development
with planned improvements in the circulation system.
3. Possible revision of the existing density classification sys-
tem.
4. Assessment of possible reductions in allowable development "in
terms of traffic impacts , openness of vista or view , cost/
revenue , sewer capacity , energy requirements , and implica-
tions for Orange County Airport.

have a significant effect on the environmant.
