' INTRODUCTION
GENERAL PURPOSE
This Initial Study has been prepared in accordance with the provisions of
the California Environmental Quality Act (CEQA) , the State Guidelines for
the implementation of CEQA (Guidelines) and City procedures related to CEQA
and the Guidelines. The purpose of this analysis is to determine whether
or not the proposed project may have a significant effect on the environ-
ment, either on an individual basis or cumulatively, and to identify feas-
ible mitigation measures.
If, based upon the information presented in this study, it is determined
that the project will not have any significant impacts or that such impacts
can be mitigated, a Negative Declaration may be issued. If it is deter-
mined that the proposed project may have a significant environmental impact
which cannot be adequately mitigated, the City will require the preparation
of an Environmental Impact Report.
The project sponsor and Lead Agency for the preparation of the Initial
Study is the City of Newport Beach. Preparers of this report and other
report contributors are listed on page 26.

' PROJECT DESCRIPTION
PROJECT LOCATION
The proposed project is located in the community of Corona del Mar within
the City of Newport Beach. Newport Beach is located in Orange County. The
City is generally east of Costa Mesa and west of Irvine. The regional
location of the project is shown on Exhibit 1.
Specifically, the project site is located adjacent to the Pacific Ocean,
south of Ocean Boulevard, between Narcissus and Orchid Avenues. The pro-
ject is shown in relation to the local vicinity on Exhibit 2. A U.S.G.S.
Quad indicating the project site is provided as Exhibit 3. The site encom-
passes approximately .8 acres.
Vehicle access to. the site perimeter is provided from Ocean Boulevard.
' Parking is allowed on both sides of the street. Pedestrian access is pro-
vided via a paved access trail. The public access trail connects into a
driveway which has access from Ocean Boulevard.
' PROJECT CHARACTERISTICS
PROPOSED PROJECT
The proposed site plan is as shown on Exhibit 4. Site redevelopment
includes improvements to the public access trail and the lower viewing
area, as well as relandscaping.
' Access trail improvements include reconstruction of the ±10 foot pathway.
The existing asphalt-paved surface pathway will be removed. The area will
be repaved with sand-colored concrete. The trail will be lowered in grade
' elevation by approximately two feet. This will require the removal of
approximately 700 cubic yards of material. If this material is of a
desired quality, a portion of it may be used in the soil cement fill for
' the sea cave. The exact amount of fill required for the sea cave has not
been determined. Any material not utilized for the soil cement fill will
be hauled away.
The lower viewing area will be widened. Construction will include a per-
imeter wall, placement of eight boulders, and construction of seven
benches. Four of the boulders will have flatter surfaces for seating.

Proposed plans include stabilizing erosion of the sea cave by filling a
portion of it. A soil cement mixture will be used for fill. The top six
' tnches of the sea cave will be filled with top soil or some other material
that will sustain growth. This top portion will be hydroseeded.

Landscaping plans call for existing vegetation to remain, where feasible.
Development landscaping includes enhancement of existing vegetation with
re-establishment of native plant populations and re-establishment of rare
and endangered species. Plant species included as part of the re-
vegetation program will be drought-resistant. It is intended that the
ultimate landscape program will require little or no maintenance. All
irrigation for the project will utilize a drip system. This will prevent
over-watering of plants and erosion resulting from irrigation practices.
EXISTING CONDITIONS
' Inspiration Point is an existing view park. The proposed project site
fronts ±250 feet of Ocean Boulevard. It extends ±200 feet southwesterly to
' the shoreline. Elevations onsite range form zero to ±90 feet. Inspiration
Point has a total vertical relief of 90 feet. This seacliff becomes less
steep as it approaches the cliff edge.
An actively eroding sea cave-tunnel is located near the southerly corner of
the site. The tunnel is the breached rear of the sea cave. It leads
inland to a steep-walled, rapidly eroding ravine. This area is shown on
Exhibit 5b in site photos 6 and 7.
Heavy surf has been responsible for recent erosion at the base of the sea-
cliff. The erosion has also destroyed the lowest portion of the pathway.
' A temporary sand ramp can be seen and has under-cut the lower portion of
the iceplant-covered slope to the right of the ramp.
Existing development on the site consists of a paved public access trail
' (±10 feet wide) . The trail descends to the southwesterly end of Big Corona
Beach. There are two viewing areas along the trail. The upper viewing
area contains three benches. It is located upon the marine terrace sur-
face, at the elevation of Ocean Boulevard. The lower viewing area has four
benches. It is graded into the seacliff. Several unpaved footpaths tran-
sect the site. Several of the footpaths extend to the beach. As can be
seen in the site photos (especially photo 8) , portions of the paved trail
' have been heavily eroded and present safety concerns for the public utiliz-
ing it.
The general plan designation for the site is Recreation/Environmental Open
Space. The project site is zoned R-1 (single-family residential) . Inspi-
ration Point is identified in the Recreation and Open Space Element as a
view park (VP) . View parks are traditionally smaller parks designed to
' take advantage of a significant view. Many view parks are located on
coastal bluffs and focus upon ocean or bay views. Most view parks are
between 1/2 to 3 acres in size and serve the entire City. View parks are
' generally improved with parking, landscaping, walkways, and benches. Ocean
Boulevard provides vehicle access to the project site. It is noted in the
Recreation and Open Space Element as a scenic drive, a jogging trail, and a
' pedestrian trail.

' Existing onsite landscaping consists of turf on a majority of the upper
viewing area. Iceplant (Carpobrotus edulis) is located on the upper
seacliff or central portion of site, on the lower seacliff or northerly
portion of site, and the embankment along the private drive. The lower
portion of the seacliff is sparsely covered with scattered native and
exotic plants.
PERMITS REQUIRED
The proposed project will require the following discretionary approvals
from the City of Newport Beach and State, and Federal Agencies.
1. Approval of Initial Study. The project requires acceptance of the
' environmental document as having been prepared in compliance with the
California Environmental Quality Act (CEQA) , the State CEQA Guidelines,
and certification that the data was considered in final decisions for
the project.
t2. Army Corps of Engineers 404 Permit. A 404 Permit will be required if
the project produces: 1) work or structures in or affecting the "navi-
gable waters of the United States"; 2) discharge of dredged or fill
material into the "waters of the United States"; 3) the transportation
of dredged or fill material for purpose of dumping it into ocean
waters; or 4) any combination of the above.
' 3. Coastal Development Permits. Proposed development involves areas
within the coastal zone. A coastal development permit will be required
from the Coastal Commission.
4. Plans and Specifications. Prior to any grading or construction, all
project plans and specifications will require final approval by the
City of Newport Beach.
The City of Newport Beach is the applicant for this project. The City does
not require a grading permit for public works projects.

INTRODUCTION
The following section evaluates the potential impacts of the proposed pro-
ject. The environmental checklist, provided by the City of Newport Beach
and consistent with CEQA Guidelines, was used to focus this study of physi-
cal, social, and economic factors that may be further impacted by the pro-

' DISCUSSION OF ENVIRONMENTAL EVALUATION
l.a-g. Earth
The proposed project is intended to correct unstable earth condi-
tions and erosion hazards. It will not result in unstable earth
conditions, geologic substructures, or changes in siltation depo-
sition or erosion which may modify the ocean. Construction activi-
ties may temporarily increase erosion of soils and may expose
people or property to geologic hazards. These possible impacts
will be short-term occurring during construction.
' A paved walkway is proposed that will not result in additional
compaction or overcovering of the soil. This walkway will replace
the existing asphalt path. The walkway will be placed approxi-
mately two feet below the grade of the present walkway. It will
result in a change of ground surface relief features. Implementa-
tion of the proposed project includes filling the eroded sea
cave/tunnel. This will result in modification to a physical fea-
ture. These modifications are not considered significant environ-
mental impacts. The change in elevation of the present walkway by
grading activities will involve 700 cubic yards of material. The
filling of the eroded sea cave-tunnel will eliminate a physical
feature unique to the site, but not to the coast line.
Vegetation incorporated into the landscape plan will be drought-
resistant. Drought-resistant plant species preclude the need for
excessive watering, thus reducing the possibility of erosion.
2.a-c. Air Ouality
Implementation of the proposed project will result in enhancement
of an existing passive park. It will not deteriorate the air
' quality, create objectionable odors, nor cause the alteration of
air movement, moisture, or temperature which may result in a
change of climate.
' 3.a-i. Water
Activities involved in the implementation and construction of the
' proposed project will not result in alterations to the course or
flow of flood waters, changes in the amount of surface water in
any body of water, discharge into surface waters, or any alter-
ation of surface water quality, alterations of ground water char-
acteristics, changes in quantity or quality of groundwaters, or
create a reduction in the amount of water otherwise available for
public water supplies. The proposed project is not in a flood
area. Development will not change this condition or produce a
change in absorption rates, drainage patterns, or the rate and
amount of surface water runoff.

' 4.a-d. Plant Life
Existing vegetation, to the extent feasible, is not planned for
' removal as part of implementation of the proposed project. All
vegetation to be planted as part of the proposed project is for
enhancement of existing vegetation. The landscape plan calls for
' the reintroduction of the same or compatible species. No agricul-
tural acreage is involved. None will be affected by the proposed
project.
' 5.a-d. Animal Life
The implementation and construction of the proposed project will
' not result in a change in the diversity of species, number of any
species of animals, nor reduce or deteriorate any unique, rare, or
endangered species of animals nor form a barrier to the migration
or movement of animals. The intended use of the park is the same
' as the existing use. Onsite animal species will not be adversely
affected by project implementation.
' 6.a-b. Noise
During the construction phase of the proposed project there may be
an increase in existing noise levels and exposure of people to
' higher than normal noise levels. This is considered a short-term
impact. Construction will take approximately 10 weeks. Grading
activities will take approximately 4 weeks. The impact is not
' considered significant. The construction noise will be similar to
existing development in the Corona del Mar area.
7. Light and Glare
The proposed project site does not have illumination. Illumina-
tion for the site is not planned.
' S. Land Use
The proposed project is redevelopment and remedial actions related
to an existing passive park. It will not result in an alteration
of the present or planned land use of the site.
9. Natural Resources
Development of the proposed project will not increase the rate of
natural resources nor deplete a renewable natural resource due to
' the magnitude of work involved.

' 10. Risk of Upset
' There is no risk of upset in the event of an explosion or the
release of hazardous substances. The proposed project does not
involve explosives and hazardous chemicals.
11. Population
' The proposed project will not alter the location, distribution,
' density, or growth rate of the human population of the area.
12. Housina
' The proposed project will not affect existing housing or create a
demand for additional housing.
' 13.a-f. Transportation/Circulation
Vehicle access is provided to the perimeter of the project site.
This is existing access. The proposed project will not create
' additional traffic or hazards to motor vehicles, bicyclists or
pedestrians as traffic to the site should not increase due to pro-
ject implementation. A limited amount of construction-related
traffic will be generated by the project. This is not considered
' significant. It will be non-peak hour in nature. The project
does not involve alterations to water borne, rail, or air traffic.
' 14.a-f. Public Services
The proposed project involves enhancement of an existing park. It
' doesn't require a need for new or altered governmental services in
the following areas: fire protection, police protection, schools,
parks, and recreational facilities. Upon project completion, the
site will require periodic maintenance of public facilities such
' as landscaping and trash pick-up. These are existing maintenance
features required by the park. The proposed project is not
expected to increase maintenance activities.
15.a-b. Ener¢v
Implementation and construction of the proposed project will `not
' require the use of substantial amounts of fuel or energy. It will
not require a substantial increase in demand upon existing sources
of energy or require the development of new sources of energy.
' The magnitude of the work involved is minor in nature.

' 16.a-f. Utilities
' The proposed project will not result in a need for new systems, or
substantial alterations to the following utilities: power, natu-
ral gas, communication systems, water, sewer or septic tanks,
storm water drainage, and solid waste and disposal. The magnitude
of the work involved is minor in nature.
17.a-b. Human Health
' Development of the proposed project does not involve known human
health hazards. It will not create or expose persons to such
hazards; on the contrary, reconstruction of the lower end of the
' trail and installation of rip-rap will remove existing hazards to
persons utilizing the site. Moreover, filling the sea cave will
stop erosion of the lower trail that now exists.
' 18. Aesthetics
The proposed project is intended to enhance an existing view park.
' It will not obstruct any scenic vista or view open to the public.
It will enhance the area by providing an aesthetically pleasing
view park with permanent benches for the lower viewing area and
replenishment of existing vegetation. Filling of the sea cave
' will also eliminate areas of erosion now visible to the public.
19. Recreation
' The proposed project will not have an impact upon the quality or
quantity of existing recreational opportunities. The project is
not generating new users. It is not taking space for recreational
' opportunities.
20. Archaeological/Historical
' There are no known existing archaeological or historical sites
present onsite. If a site is discovered during pregrade activi-
ties, a determination will be made for excavation or preservation
of the site.
MITIGATION MEASURES
' The following mitigation measures are offered by the project sponsor.
These mitigation measures are intended to lessen possible impacts incurred
' during project implementation. A majority of the mitigation measures
(where noted) are taken from the project plans. These measures have been
incorporated into the project design and are referenced below. The project
plans are attached for reference.

1. General Notes 1-19 listed on page 1 of 3 (Plan Notes) shall be imple-
mented as mitigation measures for this project.

ARCHAEOLOGY
8. A qualified archaeologist shall be present during pregrade meetings to
assess the site and make a determination of archaeological/historical
significance. The archaeologist shall inform the City and grading con-
tractor of the results of this study.
9. In the event that significant archaeological remains are uncovered dur-
ing excavation and/or grading, all work shall stop in that area until
an appropriate data recovery program can be developed and implemented.
' The cost of such a program shall be the responsibility of the landowner
and/or developer.

The City is completing the reconstruction of the beach trail to Corona del Mar
State Beach as shown on the attached prints, P-3113, Sheets 4 and 5. A drip
irrigation system has been installed and capped, and the site has been
hydromulched with Zorro fescue as a temporary erosion control measure.
We wish to retain an experienced firm to implement the revegetation program
shown on Sheet 5. The items of work which must be performed by the revegetation
firm are as follows:
1. Collect seeds and cuttings to provide the plant material listed on the
attached "Plant List for Revegetation of Inspiration Point". All plant
material shall be collected on site or from Little Corona State Beach
in Corona del Mar. Any substitutions for plant materials specified on
the list must be approved in advance by the State' s Department of Parks
and Recreation. Cuttings shall be taken from as many plants as
possible in order to maintain genetic diversity within the population.
2. Install plant material during November 1989-February 1990, and arrange
drip irrigation emitters (provided by the City) so that the plants are
watered properly.
3. Monitor the progress of rooting and water plant materials for one
ear after planting out. Consult with the landscape architect
(Cunningham Design, Inc. ) and the State' s Department of Parks and
Recreation (Jim Dice - (619) 237-7577) in this regard.
4. Replace cliff spurge (Euphorbia misera) as necessary to ensure the
survival of 50 or more individuals (1 gallon size or larger) for one
year after planting out on site.
The intent of this revegetation effort is to restore the Inspiration Point plant
material to a near-natural condition. To do so, the revegetation firm must work
with representatives from the above-mentioned landscape architect and the
Department of Parks and Recreation, as well as the City's Parks Superintendent
(Jack Brooks (714) 644-3162).

Subject: Inspiration Point Landscape Improvement (C-2411)
Gentlemen:
The City is completing the reconstruction of the beach trail to Corona del Mar
State Beach as shown on the attached prints, P-3113, Sheets 4 and 5. A drip
irrigation system has been installed and capped, and the site has been
hydromulched with Zorro fescue as a temporary erosion control measure.
We wish to retain an experienced firm to implement the revegetation program
shown on Sheet 5. The items of work which must be performed by the revegetation
firm are as follows:
,f 1. Collect seeds and cuttings to provide the plant material listed on the
attached "Plant List for Revegetation of Inspiration Point". All plant
material shall be collected on site or from Little Corona State Beach
in Corona del Mar. Any substitutions for plant materials specified on
the list must be approved in advance by the State' s Department of Parks
and Recreation. Cuttings shall be taken from as many plants as
possible in order to maintain genetic diversity within the population.
2. Instal'l plant material during November 1989-February 1990, and arrange
drip irrigation emitters (provided by the City) so that the plants are
watered properly.
3. Monitor the progress of rooting and water plant materials for one
year after planting out.. Consult with the landscape architect
(Cunningham Design, Inc.) and the State' s Department of Parks and
Recreation (Jim Dice - (619) 237-7577) in this regard.
4. Replace cliff spurge (Euphorbj mjsera) as necessary to ensure the
survival of 50 or more individuals (1 gallon size or larger) for one
year after planting out on site.
The intent of this revegetation effort is to restore the Inspiration Point plant
material to a near-natural condition. To do so, the revegetation firm must work
with representatives from the above-mentioned landscape architect and the
Department of Parks and Recreation, as well as the City' s Parks Superintendent
(Jack Brooks (714) 644-3162) .

ACTION: If desired, accept and approve negative declaration and
findings; approve design; approve budget amendment to appropriate
$100, 000 from reserve account; and, direct staff to obtain
necessary permits and return to Council for approval of the final
plans, specifications, and estimates prior to advertising for
bids.
• ENVIRONMENTAL FINDINGS: In accordance with California Environ-
mental Quality Act (CEQA) , the State CEQA guidelines and the City
Council Policy K-31 an Initial Study has been prepared for the
Inspiration Point improvements. Based on the information
contained in the initial study, the Environmental Affairs
Committee has determined that the project will not have a
significant effect on the environment. A Negative Declaration
has, therefore, been prepared for the project.
The City Council finds:
1. That an initial study and negative declaration has been
prepared in compliance with the California Environmen-
tal Quality Act and the State CEQA guidelines, and that
their contents have been considered in the decisions on
this project.
2. That based on the information contained in the negative
declaration, the project incorporates sufficient
mitigation measures to reduce potentially significant
environmental effects, and that the project will not
result in significant environmental impacts.
•
BACKGROUND: Inspiration Point is a view park, a pedestrian beach
access, and an emergency vehicle access on Ocean Boulevard in
Corona del Mar. Subject to serious erosion, the cliffs and

• pedestrian walk require renovation and maintenance for which the
City Council has already appropriated funds in this year's PBR
budget.
Additionally, the Arts Commission with the concurrence of
the City Council and the PBR Commission identified the site for
an Art in Public Places project. In early 1987, the Arts
Commission conducted a design competition among landscape
architects and artists. Six models were displayed in the City
Hall Gallery and the winning design "Vanishing Path" by
Cunningham Designs was selected by an advisory panel and approved
by the Arts and PBR Commissions. In late 1987, the City Council
approved an expenditure from the Arts Commission`s Art in Public
Places reserve fund to develop preliminary plans and cost
estimates. These plans and estimates have been completed and are
the subject of this action.
DESIGN ELEMENTS: A model of the proposed improvements is on
display in the Council Chambers, and a complete project descrip-
tion and set of plans are included in the attached Initial Study.
• Essentially, the improvements include replacement of the existing
pathway with a sandstone colored, sunken, concrete walkway and an
expanded mid-level viewing area. Specially designed teakwood
benches are included. Landscaping with native plants to minimize
erosion and a drip irrigation system is included. Also, recon-
sideration is given at this time to a previously approved capital
improvements project to repair the erosion caused sea cave which
has undermined the pathway.
COSTS AND FUNDING: Construction and landscaping cost estimates
for the "Disappearing Path" are attached. They total $156,800
including a 15% ($23,528) contingency. The repair of the sea
cave was estimated at $70,000 in a previous capital improvement
budget and that amount has been carried over into the current
budget.
The 1987-88 budget included $100,000 in reserve for Art in
Public Places to be appropriated at the discretion of City
Council. Additionally, an approved PBR Department capital
improvement project includes $25,000 slated for improvement to
the Inspiration Point walkway. The Art in Public Places Reserve
Fund created by the City Council as a repository for the proceeds
from the Salute to the Arts currently has a balance of $5,182 and

• Considering the 15% contingency, the $152, 661 is adequate to
fund the estimated $156,800 budget. Any shortfall could be met
by proceeds from the next Salute to the Arts scheduled for
October 6, 1988.
RECOMMENDATIONS: The Arts Commission at their meeting of
March 10, 1988 approved the design and recommended the appropria-
tion of $100, 000 reserve fund and the remaining Salute funds.
The PB&R Commission, at their meeting of April 5, 1988 did
likewise. The PB&R Commission meeting was well noticed in the
area near Inspiration Point and there was no public comment.
