1 INTRODUCTION
1 The purpose of this report is to present the findings of
the "One Percent Traffic Analysis" for a proposed 65 unit
apartment project to be located on the south side of 15th
1 Street between Monrovia Avenue and Placentia Avenue.
Figure 1 titled "Vicinity Map" shows the project location.
1 Figure 2 titled "Site Plan" shows the layout of the
project known as the "Newport Sea Crest Apartments. "
As is indicated on Figure 2 , the existing project will
replace four existing single family dwelling units.

City of Newport Beach traffic phasing analysis method-
ology.

' TRAFFIC GENERATION
' Table 1 titled "Traffic Generation" shows the traffic
estimated to be generated by the proposed 65 unit
apartment project, as well as the generation estimate of
the four single family residences currently occupying the
proposed project site.
' Table 1 indicates that the net total 24 hour volume
generated by the project will be 370 vehicles. This table
also shows the projected p.m. peak hour generation, as
well as the 2-1/2 hour p.m. peak generation totals.
' The traffic generation rates utilized in Table 1 were
obtained from the City Traffic Engineer.

' TRIP DISTRIBUTION
' The second step in the analysis was to estimate the
directional distribution of the traffic generated by the
proposed project. Figure 3 titled "Trip Distribution and
Assignment" shows that it is estimated that 70 percent of
the generated traffic will be oriented northerly while 10
percent will be oriented westerly and 20 percent easterly.
Figure 3 also shows, using these percentage distributions,
the specific project trip assignments for the 2-1/2 hour
p.m. peak at the six intersections that were selected by
the City Traffic Engineer to be included in the analysis.
These specific intersections are as follows:

' The City Traffic Engineer furnished a listing of other
projects in the City that would be completed by 1987, the
year of completion of the proposed project. Volumes for
each of the six intersections listed above are provided in
Appendix A.

' ONE PERCENT ANALYSIS
' Based on the estimated traffic generation from the pro-
ject, existing traffic volumes at the six study intersec-
tions, projected regional traffic growth along Coast
' Highway of 2 . 3 percent per year compounded and the p.m.
peak traffic volumes from the completed projects, the one
percent traffic volume analysis worksheets were completed.
' The completed one percent traffic volume analysis data
sheets are shown in Appendix B.
' It was found that for all six of the study intersections
the project traffic is estimated to be less than one
percent of projected peak 2-1/2 hour traffic volume.
' Because the project traffic did not exceed the one percent
criteria, an ICU analysis will not be needed for the
project traffic analysis.
