Attached is a copy of the requirements placed on the Ford development. We need to know which conditions have been required on other ap- proved projects in the City. In addition, I need to know what new projects are pending that will contain the same requirements as the Ford Project. If you have any questions, please do not hesitate to call me. That a draft Environmental Impact Report on the project . has' been prepared in compliance with the California ` Environmental Quality Act , and that its contents have been considered in the decisions on the project . 2 . That based ,on the information contained in the 'Draft EIR , the project incorporates significant mitigation measures to reduce potentially significant. environmental effects , and that the project will no't result in significant environmental impacts . i 3 , That the Phasing Plan is consistent with the Newport Beach General Plan and the Planned Community Development Plan for Ford-Aeronutronics as proposed . 4 . That based on the Phasing Plan and supporting information submitted therewith , there is a reasonable correlation between projected traffic at time of completion and the capacity of affected intersections . - 5 . Planning Commission /1 City of Newport Beach Newport Beach, California Dear Mr. Chairman: The purpose of this letter is to respond the City's approved guidelines for the Traffic Phasing Plan "Test of Reasonableness" in accordance with City Resolution No. 9472. The attached Traffic Phasing Plan provides the detailed support and explanations that this letter will reference. The subsequent paragraphs will follow the City' s approved guide- lines as a format thus quoting the item number from the Resolution, followed by our response. Item A Each project subject to the phasing requirement of Council Reso- lution No. 9472 shall be examined as to the extent of existing development and the amount of development remaining to be completed. Response Page 23 and 24 "Summary" of the May 2 staff report for the Plan- ning Commission specifically outlines the extent of existing and remaining development for the site. Basically the proposal adds 368, 000 sq. ft. of Research and Development and 610 residential units to 993, 000 sq. ft . of existing Research and Development . Item B Information shall be submitted indicating the amount of traffic being generated by existing development, that projected for remaining development, and traffic that will exist after completion of the project. Response Appendix D and E of the attached report address the various levels of traffic generation. Chairman and Members Planning Commission City of Newport Beach May 8, 1979 Page Two Item C An examination shall be made of the circulation system in the vicinity of the project to determine what improvements remain to be completed, with particular consideration being given to those improvements which will directly aid in moving traffic generated by the project. The area to be examined shall extend to those intersections where traffic generated from the project increases the traffic for any leg of the intersection during the peak two and one-half hour period by 2% or more. Response Table 3 "Critical Intersection Identification" and Table 5 "Summary of Recommended System Improvements" examines the circu- lation system and corresponding proposed improvements. Item D Existing traffic at those intersections shall be shown prior to making any projections. Response This data is provided in Appendix D and E. Item E The developer may include in his proposed traffic phasing plan completion of or contribution to completion of needed improvements consistent with the level of traffic generation and a reasonable proportion of the cost of these improvements. Response Table 5 "Summary of Recommended Street Improvements" states the proposed needed improvements. We have reviewed these improvements at an estimated host of $81, 000 and agree, as a condition of approval, to install said improvements. Chairman and Members Planning Commission City of Newport Beach May 8, 1979 Page Three Item F The developer is also to take into consideration in the preparation of his plan characteristics in the design of his development which either reduce traffic generation or• guide traffic onto less impacted arterials or through intersections in the least congested direction. Response In an effort to reduce the level of traffic generated from the site, the applicant has proposed an alternative development plan of 610 dwelling units. The existing approved plan (Use Permit #419) allows for the ultimate development of over 2. 6 million sq. ft. of Research and Development facilities. The balance of the allowable usage (approximately 1 ,300, 000 sq. ft. of Research and Development facility) is proposed to be replaced with 610 resi- dential units. This proposed alternative residential plan would substantially reduce traffic impacts. For example, ADT under residential development is projected to be 9, 130, while the added 1, 300, 000 sq. ft. of industrial development would generate an ADT of from 14,950 to 17, 670. Moreover, PM peak for residential would be 1, 355, while industrial would be 2,400 to 3,450. In addition to this proposed land use change, the Ford facility, in an effort to further reduce traffic impacts, provides; (1) on-site cafeteria facility to reduce unnecessary lunch hour traffic, (2) ten different staggered work shifts to reduce peak congestion, and (3) park and ride programs to assist in reducing overall congestion. The applicant - is also, as a condition of approval , extending Bison Avenue to MacArthur Boulevard and providing a new access to the Ford site off of Bison, thus further reducing impacts along Jamboree Road by having three entries rather than its current two entries into the Ford facility. As an integral part of the site design, pedestrian access points from the residential to the industrial portion of the site have been provided. As mentioned in the EIR, Ford employees will have a priority opportunity to purchase these units, thus enabling some employees to walk to work. ♦ T Chairman and Members Planning Commission City of Newport Beach May 8; 1979 Page Four Item G Upon receipt of the plan and information, the Commission will determine whether there is a reasonable correlation between projected traffic at time of project completion and capacity of affected intersections in considering the project for approval. Response Table 4 "ICU Summary" provides this correlation. Overall benefit will occur to these intersections as a result of our related system improvements as required by the proposed development. These improvements are shown on Table 5. However, with or without the proposed project and subsequent system improvements, four inter- sections exceed the . 9 level. Item H Mitigation proposed needs to indicate degree of permanence in order to meet the test. Response Both the system improvements and the proposed land use change from Research and Development to residential are mitigating measures that are permanent in nature.
