CA'92663-3884 ATTENTION: Mr. Scot E. Ferris, Associate Planner SUBJECT: GPA/REZONING TRAFFIC ANALYSIS Dear Scot: Austin-Foust Associates, Inc. (AFA) is pleased to propose a scope of services to assist the City with evaluating a GPA/Rezoning for the Campus Drive/Birch Street area. The purpose of our analysis will be to identify the traffic implications of the GPA/Rezoning. Our proposed work scope has been separated into three phases, each of which involves a milestone or decision regarding the subsequent phase. The work involved in each is as follows: Phase I - This initial phase of the work will involve a trip generation analysis of the area included in the GPA rezoning. The current standard mix assumptions will be reviewed, and alternative mixes will be analyzed with respect to the trip generation implications. This part of the analysis will be carried out on a traffic zone basis and the results presented in the form of ADT and peak hour trip generation estimates by traffic zone. The results will be written into a summary report and a meeting held'with you and other City Staff to review the implications. Following that meeting, a final report will be prepared summarizing the results for the actual standard mix that will be used in the proposed GPA/Rezoning. Phase 2 - At the end of Phase 1 a decision will be made as to whether to proceed with an actual traffic model run for the GPA/Rezoning. This work will involve replacing the trip generation in the model with that for the GPA/Rezoning and examining the ADT and peak hour traffic implications of the change. The results will be prepared in a simple summary report, and a meeting held with you and other staff to review the results. City of Newport Beach September 16, 1993 Page 2 Phase 3-This phase will only be carried out if comprehensive environmental documentation is required regarding the GPA/Rezoning. It will involve preparing a traffic report for the changes and making a detailed examination of the impacts at intersections in the area that is affected. If necessary, a potential mitigation program will be formulated. This work will be carried out on a time and materials basis according to the attached fee schedule. We estimate the following cost per phase: Phase 1 $2,500 Phase 2 $2,000 Phase 3 $5,000 to $10,000 depending upon the extent of the study.
