City Council Study Session

I. ROLL CALL
Present: Council Member Selich, Council Member Rosansky, Mayor Pro Tom Henn, Council
Member Gardner, Council Member Webb, Council Member Daigle
Excused: Mayor Curry
Mayor Curry arrived at 4:15 p.m.
II. CURRENT BUSINESS
1. CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR.
In response to Council Member Daigle's question regarding Item 9 (Santa Ana
Heights Annexation Agreement), Planning Director Lepo indicated that the letter to
the County of Orange Board of Supervisors can be amended to remove the portion
relative to requiring horse permits.
In response to Council Member Daigle's questions regarding Item 11 (Lease
Agreement for Parking Lot at 209 Washington Street and 608 Balboa Boulevard),
Assistant City Manager Wood believed that there is not an opportunity for
immediate revenue from the property, but a report will be coming back to Council at
the next meeting to discuss the redevelopment of and revenue opportunities for the
lot.
Council Member Gardner suggested that Council receive copies of the Planning
Commission minutes. City Manager Kiff noted that Planning Commission minutes
are now action minutes, but Planning staff can create verbatim of specific topics if
directed by Council.
Regarding Item 6 (Water Taxi Exploratory Committee), Council Member Gardner
encouraged adding a question in a City survey asking whether residents would use
this service.
Regarding Item 17 (Special Events Advisory Committee Funding Criteria), Council
Member Gardner noted that Item 9 in the Evaluation Criteria for City Support was
confusing.
2. ORANGE COUNTY S 2 -1 -1 AWARENESS PRESENTATION.
Steve Lemier, 2 -1 -1 Orange County, utilized a PowerPoint presentation that
explained the purpose of 2 -1 -1, the difference between 2 -1 -1 and 9 -1 -1, the service
categories it handles, current usage, disaster response partnerships, how 2 -1 -1 can
save resources, and how cities are getting the word out about 2 -1 -1.

In response to Council Member Gardner's questions, Mr. Lemier indicated that most
counties in California have access to 2 -1 -1. Judy Bowden, 2 -1 -1 Orange County
Executive Director, indicated that they receive funding from the County, United
Way, and grants. She reported that all the agencies that they use are 501(c)(3)
agencies, unless they are a specialized community program that may charge a slight
fee. She stated that they also sometimes refer people to city departments.
3. FY 2010 -11 BUDGET UPDATE.
Administrative Services Director McCraner reported that the fiscal year 2010
department savings that were approved by Council have been removed from the
budget and revenues have been trending as expected. She reviewed the budget
calendar for 2010 -2011 and noted that the May 11 department presentations are not
needed this year. City Manager Kiff reported that Council will have three weeks to
review the printed budget document, but noted that the budget has been discussed
with Council in February and March. Further, the Finance Committee will continue
to be briefed about the budget.

City Hall Bulletin Board located outside of the City of Newport Beach
Administration Building.
