Developed urban in -fill areas have a limited capacity to increase population growth while
maintaining public health, safety and welfare. The economic costs to transform an urban in -fill
area to an area planned for continuous population growth makes this goal unrealistic, short of a
natural disaster where you can start over. Even that may be questionable.
Areas for new housing should be located where there is available low-cost land and should be
master planned for continuous population and jobs growth.
INCENTIVIZE
JOBS & INFRASTRUCTURE AND PLAN FOR CONTINUOUS GROWTH
• Jobs: State passes jobs stimulus legislation focused on high employment jobs.
• Infrastructure: State passes infrastructure stimulus legislation.
• Plan for Continuous Growth: State establishes policies and incentives to create and or
transform areas to accommodate continuous population and jobs increases.
• Remedy Jobs/Housing Imbalances: State focuses jobs creation and needed infrastructure
improvements in cities and counties with more housing than jobs.
• Housing: State focuses new market rate housing in areas where land is available and
infrastructure can accommodate growth while maintaining public health, safety and
welfare.
State focuses new housing (both market rate and affordable) in areas where there is
available low-cost land including state and federal lands.
State focuses new jobs and housing where infrastructure can accommodate growth or
feasibly be expanded to accommodate growth.
• Sustainability: State establishes policies and incentives to create excess jobs in
communities where there is available low-cost land (this will allow future population growth
while maintaining the ability of local governments to maintain a jobs/housing balance).
