This report is submitted for the City's consideration, prior to building permit issuance, which calls for the preparation of a Construction Traffic Management and Control Plan. Driver SPG will inform surrounding residents via a mailer providing 30-day advanced notice with; 1) Construction Coordinator contact information, 2) location and date of commencement of work, and working hours, 3) a sample of job site signage with contact information, and 4) Site Plan indicating location of job site signage. Phase I (approximately 4-months) will consist of: I ) Clear & grubbing (3-days) 2) Final demolition of existing retaining walls (Exhibit 4) (7-days) 3) Permanent shoring and retaining walls (97-days) 4) Mass grading (within "permanent shoring & retaining walls" duration) 5) Installing underground utilities (within "mass grading" duration) Phase 1: Approximately 25 vehicles/day at 4-months. These vehicles will be parking on -site during this phase, along with staging of materials. Construction vehicles are prohibited from parking in public on -street parking spaces and public parking lots. Notable Phase I Non -Passenger Vehicles: - Approximately (16) shoring trucks, (65) concrete trucks, (5) rebar trucks, (5) miscellaneous trucks - Approximately (800) trucks with trailers during soil export & material removal (transfer dump trucks & Super Ten trucks) Phase I Traffic & Staging Plan: F North Project Phasing & Traffic (cont.) Phase 2 (approximately 3-months) will consist of: 1) Super -structure construction; structural concrete, parking structure, steel erection (90-days) Construction Staging is to the East of the protected Pedestrian Walkway as indicated below. This proposed configuration is to be employed during steel erection and concrete placement, as indicated in "Phase 2" outline above. Pursuant to Site Meeting with Mark Vukojevic, held Tuesday June 06, 2017, the pedestrian pathway width was granted a variance to allow for 4'-0" clear measured between the feet of proposed K-Rails. Phase 2 Traffic & Staging Plan: E- North Notable Phase 2 Non -Passenger Vehicles: - Approximately (2) crane support trucks, (1) crane, (15) steel trucks, (5) scaffold/plaster trucks, (7) MEP deliveries, (IS) miscellaneous trucks Phase 2: Approximately 20-30 vehicles/day at 3-months. These vehicles will be parking on -site during this phase. Construction vehicles are prohibited from parking in public on -street parking spaces and public parking lots. Use of public Right of Way will require execution of a revocable agreement with the City and an encroachment permit All applicable fees shall be paid. The use of the Right of Way is an accommodation for the construction project and all trucks must be staged on -site or within the staging area shown in the Phase 2 Traffic & Staging Plan. In the event that trucks stage or block the travel lanes, a stop work order for the use of the Right of Way will be issued, the encroachment permit will be revoked, and the Right of Way shall be cleared/restored within 48-hours. Project Phasing & Traffic (cont.) Phase 3 (approximately 5-months) will consist of: 1) Fagade & Site Work 2) MEP Installations 3) Street Improvements (separate encroachment permit to be pulled) Phase 3 Traffic & Staging Plan: F North Phase 3: Approximately 30-40 vehicles/day at 5-months. These vehicles will be parking in the subterranean parking lot during this phase, along with material staging. Construction vehicles are prohibited from parking in public on - street parking spaces and public parking lots. Crane Staging The I I "x 17" Crane Placement Plan provided at the end of this document indicates crane placement (blue area) within the future encroachment area. The anticipated crane setup will be in the "intermediate" position with a side - to -side outrigger -to -outrigger dimension of approximately I T-0", of which will be measured parallel to Old Newport Boulevard, and will not affect the Traffic Control Plan in any configuration should the outriggers need to be set farther apart. The counterweight -to -nose dimension measures approximately 46-0", and will not affect the Traffic Control Plan as the crane will "head -in" to the project as needed for the safety of the public. Indicated below is the overall "footprint" of the crane in its "as -used" dimensions; the swing radius, measured from back of counterweight, is approximately I T-7" and will not encroach into the proposed encroachment area. Construction Hours of Operation The following conditions shall apply with respect to construction hours of operation: I ) The normal hours for all construction activity at the project site, including hauling of material to and from the site will be Monday through Friday between the hours of 7:00 a.m. and 6:30 p.m., and Saturday between the hours of 8:00 a.m. and 6:00 p.m. 2) Construction activities are not allowed on Sundays or Federal Holidays. 3) Contractor will provide (2) job site signs posted on the East and West sides of temporary fencing listing the telephone number(s) for the "noise disturbance coordinator" (MM N.6) 4) Concrete pours may occur over a continuous 8 to 10-hour period, over several consecutive weekdays, within all Phases of construction. 5) Construction workers shall not arrive prior to 7:00 a.m. on weekdays, and 8:00 a.m. on Saturdays. Haul Routes (proposed; Haul Route Permit Application to be Submitted to City) The following conditions shall apply with respect to haul routes and hauling activities: 1) Materials being delivered to, or removed from, the project site during the construction and/or demolition period will be scheduled to minimize the inconvenience experienced by the public. The project General Contractor will be required to obtain a Haul Route Permit before commencing any construction activities. 2) The project General Contractor will hire a Grading/Demo Contractor. The Grading/Demo Contractor will use truck haul route plan. The Contractor will provide measures to keep all haul routes clean and free of debris/gravel/dirt attributable to the hauling operation of the project site. 3) During the excavation and hauling phase the staging of construction vehicles will be accommodated on -site to the maximum extent possible. No staging of haul vehicles will be done in public right-of-way. 4) All haul trucks will be radio equipped to avoid any queuing of trucks in the public right-of-way including, but not limited to, Newport Beach area during peak summer months. 5) All delivery of material and storage of material will occur within the projects limits of work. 6) The City of Newport Beach Public Works Department will be notified prior to beginning any haul period. 7) All trucks and construction personnel traffic will enter and exit the site using the dedicated area of entrance for the site. All truck traffic will be coordinated at times which will cause the least inconvenience to the public. 8) All trucks and construction -related vehicles exiting the project site will be directed to yield at all times to public traffic. 9) Flag -men will be used to guide and control traffic, to minimize inconvenience to the public, and enhance vehicle and pedestrian safety. As needed, flag -men will be used when trucks leaving the project site may impede the flow of traffic along Old Newport Blvd. 10) During concrete pours, concrete delivery trucks will be accommodated on -site. This will include the on -site provision of at least three queuing spaces, one each for; vehicle preparing to exit the site, vehicle delivering concrete, and vehicle waiting to deliver. All trucks will be radio equipped so that trucks can be dispatched from the concrete batch plant as needed to avoid queuing in the area of the project site. No staging of trucks will be permitted within the public right-of-way. 1 1) The Contractor will install a scrim -sheeted chain link fence along the project site perimeter before excavation begins as a pedestrian safety precaution. 12) The contractor will have a designated employee controlling the logistics of all deliveries. The designated employee shall be responsible for controlling vehicular traffic entering and exiting the site during all construction phases. The City will be provided the name and contact information of designated controller for the General Contractor. 13) No unscheduled deliveries will be accepted. The traffic controller, or construction managers, and/or security guards will be continuously on -site during all project phases and will turn away unscheduled deliveries. All materials requiring assembly will be accommodated on -site. 14) All trucks leaving the site during excavation operations will be watered down before entering the City streets and shall be covered or have water applied to the exposed surface to prevent dust from impacting the surrounding areas. If there is any accumulation of construction mud at the entrances to the project site or nearby streets, such areas should be cleaned (swept) on a daily basis. The Contractor will comply with the Best Management Practices (BMPs) as stipulated in the approved SWPPP and Water Quality Management Plans. 15) A traffic control plan will be prepared, signed and stamped by a California Registered Traffic Engineer for any temporary street, sidewalk, parking, or lane closures. An Encroachment Permit will be obtained from the City of Newport Beach Public Works Department, Traffic Engineering Division for the above -mentioned closures. No full street closures will be required. 16) When construction commences, a Contractor will be hired to truck debris to landfills and disposal locations in compliance with city of Newport Beach and Orange County regulations. 10 Haul Routes (cont.) 17) The Community Development Director and City Traffic Engineer shall monitor the ongoing construction operation and, if necessary, is authorized to modify the construction traffic management and control plan to ensure safe and efficient traffic flow. Any proposed changes shall be reviewed and approved by the Community Development Director and City Traffic Engineer prior to change implementation. Project Haul Routes are shown as Exhibit 3 below.
