Recommendation
Approve an amendment to the current tree trimming contract with West Coast
Arborists that would extend the length of the contract to ten years
History
As a result of a privatization study in 1993, the majority of City tree trimming
was contracted with West Coast Arborists (WCA), an Anaheim -based firm at a
cost of $39.00 per tree.
On May 10, 1995, WCA requested a ten year term extension of the attached
contract and offering to freeze the current rate of compensation with annual CPI
adjustments.
During the past eighteen months of service, WCA has gained a reputation as a
competent, conscientious contractor. Staff has received numerous compliments
regarding WCA. With the increased level of trimming anticipated, a stable rate
per tree is essential.
Discussion
The General Services Department budget proposal for FY 95 -96 includes the
privatization of three of the four remaining Tree Division positions. The salary
savings will be utilized to increase the amount of tree trimming and permit a
return to a three year tree trimming cycle.
The attached amendment to the tree trimming contract provides for annual
expenditures not to exceed $348,540 for tree trimming. At $39.00 per tree this
equates to 8,937 trees trimmed per year. Due to budgetary restraints, only
$318,000 is budgeted for FY 95 -96. This equates to 8,154 trees trimmed, however
the contractor will also perform all tree, stump, and root removal on a monthly
basis, which is included in the overall budgeted amount. It is anticipated that at
least 33% of 21,000 park and street trees will be trimmed annually.
The $39.00 per tree trimming rate is one of the lowest in the County and
represents a stable annual savings of an essential public service.
