TITLE: 2019-2020 Tidegate Improvement Project — Award of Contract
No. 7464-1 (19D03)
ABSTRACT:
Staff has received construction bids for the 2019-2020 Tidegate Improvement Project and
is requesting City Council approval to award the construction contract to T.E. Roberts
Inc. of Anaheim, California.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15302 (c) Class 2 (Replacement or Reconstruction) of the CEQA
Guidelines, because this project results in negligible or no expansion of existing
capacity;
b) Approve the project drawings and specifications;
c) Award Contract No. 7464-1 to T.E. Roberts Inc. for the total base bid amount of
$197,601.00, and authorize the Mayor and City Clerk to execute the associated
construction contract; and
d) Establish a $19,399.00 (approximately 10 percent) contingency to cover unforeseen
conditions, extra work and/or material quantities.
FUNDING REQUIREMENTS:
Sufficient funding is available in the Capital Improvement Program budget for the award
of this contract. The following funds will be expensed:

The City operates and maintains a large number of drainage tidegates in various
conditions throughout the City. Some have surpassed their service life, requiring
additional maintenance or parts that are no longer manufactured. The 2019-2020
Tidegate Improvement Project will address three locations (4411 Street and Channel
Place Park, 19th Street, and 32nd Street, Attachment A) through replacement of
existing valves.
At 10 a.m. on February 13, 2020, the City Clerk opened and read the following bids for
this project:
The low bid amount is 11.2 percent below the Engineer's Estimate of $222,500. The low
bidder, T.E. Roberts, Inc., possesses a California state contractor's license classification
"A" as required by the project specifications. The contractor is registered with the
California Department of Industrial Relations as required by California law to work and
bid on public contracts. A check of the contractor's references indicates satisfactory
completion of similar projects for the City and other local public agencies.
The work necessary for the completion of this contract consists of mobilization and
providing traffic control; distributing construction notices to affected residents and
businesses; removing and disposing of the existing tidegates and Checkmate check
valve, motors, and controls; relocating pump valve at 19th Street; and furnishing and
installing new tidegates, actuators, and controls; and connecting to existing electrical
facilities. The project plans and specifications are available for viewing in the Public
Works Department upon request and in the City Council Chambers during the March 10
City Council Regular Meeting.
Pursuant to the Contract Specifications, the Contractor will have 90 consecutive working
days to complete the work. Up to 60 consecutive working days shall be granted for tide
valve manufacturing and delivery process.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (" CEQA") pursuant to Section 15302(c) Class 2 Replacement
or reconstruction of existing utility systems and/or facilities involving negligible or no
expansion of capacity.) of the CEQA Guidelines, California Code of Regulations, Title 14,
Chapter 3, because the replacement or reconstruction of existing structures and facilities
will have substantially the same purpose and capacity as the structure replaced.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
