TITLE: Budget Amendment to Accept Grant Funding from Hoag Memorial
Hospital Presbyterian Community Benefit Program for the OASIS
Transportation Program
ABSTRACT:
Staff requests approval of a budget amendment to accept grant funding in the amount of
$75,000 from Hoag Memorial Hospital Presbyterian Community Benefit Program for the
OASIS Senior Center Transportation Program.
RECOMMENDATION:
a) Determine this action is not a project under the California Environmental Quality Act
(CEQA) pursuant to Section 15378(b)(4) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, which provides "the creation of government funding
mechanisms or other government fiscal activities which do not involve any
commitment to any specific project which may result in a potentially significant
physical impact on the environment" is not considered a project under CEQA, and
pursuant to Section 15060(c)(3), actions that are not projects are not subject to CEQA;
and
b) Accept grant funding in the amount of $75,000 from Hoag Memorial Hospital
Presbyterian Community Benefit Program and approve Budget Amendment
No. 20-032 to increase revenues by the same amount in 0107033-711001 (OASIS
Transportation).
FUNDING REQUIREMENTS:
The cost of the Oasis Senior Transportation Program in the FY 2019-20 budget is
$832,581 and accepting the Hoag grant will defray some of this cost. The Budget
Amendment increases revenue estimates by $75,000 from the Hoag Memorial Hospital
Presbyterian Community Benefit Program. The revenue will be posted to the OASIS
Senior Center Transportation Program in the Recreation and Senior Services
Department, account number 0107033-511045.

DISCUSSION:
The Hoag Memorial Hospital Presbyterian Community Benefit Program's mission is to
provide the highest quality health care services to the communities they serve. Hoag
recognizes the great work being done at OASIS to assure seniors have access to the
care they need and has provided grant funding in support of the transportation program
for over 20 years.
The OASIS Transportation Program provides rides for Newport Beach residents to
medical appointments, senior center programs and other essential services within the
City. These rides enable residents to remain in their own homes for as long as possible
and experience a higher quality of life.
The program provides over 16,000 rides each year to residents age 60 and over who are
no longer able to drive. The Transportation Program has an average of 350 clients utilizing
the service each year, with approximately 25 new clients being added each month.
ENVIRONMENTAL REVIEW:
Staff finds this action is not a project under the California Environmental Quality Act

The budget amendment to accept the $75,000 grant is an administrative function that will
help financially support the existing OASIS Senior Center Transportation program. This
action does not commit the City to the adoption of any project, plan, or policy that results
in a potential or actual change to the environment, directly or indirectly.

Our mission as a nonprofit, faith -based hospital is to provide the highest quality health care services to
the communities we serve. We are excited to partner with your organization in fulfilling our mission and
the unmet needs of our community. Acceptance of this grant acknowledges agreement to the following:
• The 2020 grant term: January 1, 2020 — December 31, 2020 (12 months)
• The funds must be used specifically for the designated project listed above as outlined in your
2020 grant application.
• Maintain your records to show and account for the uses of grant funds.
• Your organization must notify us immediately if there is any change in your public charity status.
• We will be sending a request for a progress report (July 2020) and a final report (January 2021)
in the months to come.
• Grant recipients are not eligible for event sponsorships through the Marketing & Corporate
Communications department.
Your organization will receive a check in the mail for $75,000.00 to be used for OASIS Senior
Transportation by late January 2020.
Please note, the check will be mailed to the address indicated on your organization's W-9, as per
Hoag's Accounting policy. Please send an email acknowledging receipt of your check to
CommunityBenefitGrants@hoag.org.
Additionally, Hoag's Marketing and Corporate Communications Department has developed a
Community Benefit Grant Seal/Logo specific to each grant cycle. This seal can be utilized on any website,
presentation, etc. They are requesting that the seal be used to replace any representation/usage of the
Hoag logo that may have been used in the interim.
