If desired, authorize the Mayor and City Clerk to execute an Amendment
to the City/County Mooring Agreement, extending the Agreement to
December 30, 1985.
Discussion:
The City and County of Orange entered into a Joint Powers Agreement for
Mooring Administration in Newport Harbor<dated January 30, 1981. The
agreement expired December 31, 1984.
The existing agreement in summary provides for the County to manage the
the use of the City's 1221 "Offshore" and "Onshore" moorings. This
includes assigning vessels to the moorings, supervising mooring maintenance
schedules, and inspecting to determing that the correct vessel is on the
assigned mooring. The City does all the yearly billing to the mooring
permittees. Currently the City pays the County approximately $55,000
for their services.
The Board of Supervisors, on April 12, 1985, authorized negotiations
with the City to amend the agreement so as to extend the term of the
agreement through December 31, 1985. The terms and conditions would
remain unchanged.
Additionally, the County has asked the City to begin negotiations for
a revised agreement with re -negotiated terms and conditions, to become
effective January 1, 1986.
