SUBJECT: PERMIT TO ALLOW A SEWER CONNECTION FROM OUTSIDE THE CITY FROM AN
AIRPORT MAINTENANCE FACILITY AT CAMPUS DRIVE AND NORTH BRISTOL STREET
RECOMMENDATION:
Approve a service agreement with the County of Orange; and authorize
the Mayor and the City Clerk to execute the agreement.
DISCUSSION:
On March 10, 1986, the City Council approved sewer service to the
County's new Airport Maintenance Facility at Campus Drive and North Bristol
Street, which is located outside of the City boundary and service area, provided
the County executes an appropriate sewer service agreement.
An appropriate agreement has been prepared and executed by the County
of Orange and must now be approved by the City Council. The agreement has the
following provisions:
1. County is permitted to use the City sewer to dispose of sewage
from a 5,000 -square -foot Airport Maintenance Facility.
2. County shall connect no other facilities to the lateral without
written approval of the City.
3. County shall pay sewer connection and use fees.
4. County shall maintain sewer lateral and shall not discharge any
sewage not meeting minimum standards of City.
5. The term of the agreement is 20 years and renewable.
6. Construction in Campus Drive shall meet the standards of the
Public Works Department and Traffic Engineer.
It is recommended that the recommended action be taken to approve the
subject agreement.

SUBJECT: PERMIT TO ALLOW A SEWER CONNECTION FROM OUTSIDE THE CITY FROM AN
AIRPORT MAINTENANCE FACILITY AT CAMPUS DRIVE AND NORTH BRISTOL STREET
RECOMMENDATION:
Authorize the Public Works Department to issue a permit to the County
of Orange for the connection of a sewer lateral to the City's sewer
main in Campus Drive northerly of North Bristol Street and direct the
staff to prepare the necessary agreement to provide for conditions
related to the connection.
DISCUSSION:
The County is constructing a 5,000 -square -foot Airport Maintenance
Facility on the northwest corner of Bristol Street North and Campus Drive. To
simplify the sewer system required to serve this facility, the County has sub-
mitted a request to connect their sewer lateral to the City's sewer main in
Campus Drive.
The area serviced by the proposed sewer lateral is outside the bound-
aries of the City of Newport Beach. Section 14.24.090 of the Municipal Code
requires that "No person shall connect property located outside of the City with
the City sewer system, without a written permit from the City Council." In
issuing the permit, the City shall impose a time limit on the permit and may
impose conditions as it may deem necessary.
This request has been reviewed with the Utilities Diector and as pre-
sented by the County does not seem to create any problems with the City's sewer
line.
It is recommended that the Public Works Department be directed to
issue a sewer connection permit to the County and to prepare an agreement which
will describe the conditions under which the permit is to be exercised. After
the agreement has been executed by the County, it will be brought back to the
City Council for its final approval.
Some of the conditions that will be included follow:
1. That no additional areas be drained into the sewer lateral without
prior approval of the City.

2. That connecting party pay all applicable fees in the same manner
as for a connection within the City.
3. That the term of the permit is 20 years and may be renewed at the
City Council's discretion.
4. That all construction within Campus Drive shall be done in accor-
dance with requirements placed by the Public Works Department and
Traffic Engineer.
A copy of the County's letter requesting the connection is attached.

SUBJECT: Airport Maintenance Facility Sewer Connection to City
Sewer System Project No. 2951-420-548
The County is constructing a 5,000 square -foot Airport Maintenance Facility
on the northwest corner of Bristol Street north and Campus Drive. In order
to simplify the sewer system by eliminating the requirement for a sewage lift
station, we are requesting approval to intercept an existing City of Newport
Beach 8 -inch diameter A.C.P. sewer line.
The sewer line runs north and south on the east side of Campus Drive. A pre-
liminary investigation indicates that the depth of your sewer line at the
proposed point of connection is sufficient to allow installation of a 6" gravity
flow sewer line from our new Maintenance Facility. Please see attached diagram
of proposed new 6" sewer line and G.P.M. requirements.
It is my understanding, that since the Maintenance Facility is located outside
the Newport Beach City limits, approval for connections is required from the
City Counsel. If the City Counsel approves our request for tie-in to the City
sewer system, then we must obtain change order approvals from the Airport
Commission and County Board of Supervisors. As you may know, the time required
for obtaining so many approvals is quite long. The new Maintenance Facility
is now under construction and will probably be completed by March 18, 1986.
In order to have the sewer line in and connected by this date we must move
quickly to obtain the necessary approvals. We, therefore, will appreciate your
prompt attention to this request.
