January 2019 –City Council initiates GP review and
update
Steering Committee -guided an open, transparent and
inclusive public outreach process during the latter part
of 2019, called the “Listen and Learn” process.
Regional Housing Needs Assessment (RHNA) allocation
–4,832 new housing units required for the City of
Newport Beach’s 6th cycle RHNA.

Annual General Plan Progress Report (2007-195)
Refocused update - Housing Element, Land Use Element
to accommodate the additional housing, Circulation
Element, and Environmental Justice policies.
The City Council dissolved the Steering Committee while
creating a new Housing Element Update Advisory
Committee (HEUAC). March 25, 2020.
Request for Proposals -consultant services to prepare the
refocused updates are currently under review.
