To this end, the meeting will be conducted in the Civic Center Community Room with the large wall openings open. Applicants, the public, and staff will be required to maintain a minimum of 10 feet separation and only 10 people will be permitted in the Community Room at a time. Based on recent guidelines from the OC Health Agency, face coverings are strongly recommended. If you choose not to attend this meeting in person, you can participate via the following options: 1.You can call 213-306-3065 (Access code: 968 118 361) and you will be able to participate in the hearing with others that use this method. If using this option, please mute microphone or cover your receiver until you are asked if you wish to make a comment. Comments will be limited to 3 minutes. 2.You can submit your questions and comments in writing for the Zoning Administrator to consider. Brown Act. Project Summary A request for a tentative parcel map for two -unit condominium purposes. A single-family dwelling has been demolished and a new duplex is currently under construction. No waivers of Title 19 (Subdivisions) are proposed. The Tentative Parcel Map would allow each unit to be sold individually. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315 under Class 15 (Minor Land Divisions) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel Map No. NP2019-017. AT&T Small Cell SLC0796 Minor Use Permit No. UP2019-030 (PA2019-111) Site Location: Public right-of-way, City streetlight number SLC0796, at the northwestern corner of Balboa Boulevard and 30th Street 3. Project Summary A minor use permit to allow the installation of a small cell wireless facility on a City-owned streetlight pole. Project implementation will be fully contained within the public right-of-way on Balboa Boulevard and includes the following: (1) Removal and replacement of an existing City streetlight; (2) Installation of a small cell wireless facility that consists of four remote radio units, a raycap disconnect, and an April 16, 2020 Page 3 Zoning Administrator Meeting omni-directional antenna within a 12-inch diameter equipment shroud. This equipment would be fixed to the top of the replaced streetlight pole for a maximum height of 34 feet, 9 inches, and (3) Establishment of new below -grade support equipment adjacent to the streetlight. This equipment would be fixed to the top of the replaced streetlight pole for a maximum height of 27 feet, 5 inches; and (3) Establishment of new below -grade support equipment adjacent to the streetlight. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15302 and 15303 under Class 2 (Replacement or Reconstruction) and Class 3 (New Construction or Conversion of Small Structures), respectively, of the State CEQA (California Environmental Quality Act) Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment and the exceptions to the Class 3 exemption under Section 15300.2 do not apply; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit April 16, 2020 Page 4 Zoning Administrator Meeting No. UP2019-034. Project Summary A request for a minor use permit to operate a 2,721 square-foot dentist office (i.e., a medical office land use) within an existing professional and administrative office park. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2020-002. TNS Development, LLC Residence Coastal Development Permit No CD2020-009 (PA2020-010) Site Location: 706 West Ocean Front 6. Project Summary A request for a coastal development permit to allow the demolition of an existing single-family residence and construction of a new 4,280-square-foot, single-family residence with 809 square feet of garaged parking for three cars. The proposed project complies with all applicable development standards including height, setbacks, and floor area limits. No development is proposed seaward of the private property. No deviations are requested. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit No. CD2020-009. LIV Integrative Health Minor Use Permit No. UP2020-001 (PA2020-007) Site Location: 20201 Birch Street 7. Project Summary April 16, 2020 Page 5 Zoning Administrator Meeting A minor use permit request to establish a multipurpose wellness center within a 3,152-square-foot tenant space of an existing commercial office building. Services would be appointment -based and administered one -on-one, including general medical and chiropractic care, acupuncture, massage therapy, nutritional coaching, and therapeutic fitness (yoga and Pilates). Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2020-001. Orange County Charters Limited Term Permit No. XP2020-003 and Coastal Development Permit No. CD2020-011 (PA2020-022) Site Location: 1221 West Coast Highway 8. Project Summary A request for a limited term permit (more than 90 days) and associated coastal development permit (CDP) to allow the temporary operation of a charter boat business with on-site parking for up to one year. Five spaces of the existing Balboa Bay Club lot would be shared to park the operation, and an existing boat slip on property would dock the sole charter boat. Proposed hours of operation are 8 a.m. to 7 p.m., daily. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15301 (Existing Facilities) and 15304 (Minor Alterations to Land) under Class 1 and Class 4, respectively, of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Limited Term Permit No. XP2020-003 and Coastal Development Permit No. CD2020-011. Bragg Lot Merger No. LM2019-006 and Coastal Development Permit No. CD2019-068 (PA2019-250) Site Location: 107 and 109 Via Yella 9. Project Summary A request for a lot merger and waiver of the parcel map requirement to allow two lots under common ownership to be combined into a single parcel for future residential April 16, 2020 Page 6 Zoning Administrator Meeting development purposes. The lot merger application also requires approval of a coastal development permit pursuant to Title 21 Local Coastal Program Implementation Plan in the Municpal Code. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315 under Class 15 (Minor Land Divisions) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Lot Merger No .
