SPECIAL NOTICE REGARDING COVID-19
Given the health risks associated with COVID-19, the City of Newport Beach has decided to proceed with the hearing
while strictly adhering to social distancing guidelines. To this end, the meeting will be conducted in the Civic Center
Community Room with the large wall openings open. Applicants, the public, and staff will be required to maintain a
minimum of 10 feet separation and only 10 people will be permitted in the Community Room at a time. Based on recent
guidelines from the OC Health Agency, face coverings are strongly recommended. If you choose not to attend this
meeting in person, you can participate via the following options:
1.You can call 213-306-3065 (Access code: 968 118 361) and you will be able to participate in the hearing with others that
use this method. If using this option, please mute microphone or cover your receiver until you are asked if you wish to
make a comment. Comments will be limited to 3 minutes.
2.You can submit your questions and comments in writing for the Zoning Administrator to consider. Please send
them by email to the Community Development Department CDD@newportbeachca.gov by Wednesday, April 15, 2020, at
5:00 p.m. to give the Zoning Administrator time to consider your comments. All emails will be made part of the record.

The Zoning Administrator meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires
that the Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and
that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda
but are within the subject matter jurisdiction of the Zoning Administrator. The Chair may limit public comments to a
reasonable amount of time, generally three (3) minutes per person.
Please Note: All mail or written communications (including email) from the public, residents, or applicants regarding an
agenda item must be submitted by 5 p.m. on the business day immediately prior to the meeting. This allows time for the
Zoning Administrator to adequately consider the submitted correspondence.

NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT
Any presentation requiring the use of the City of Newport Beach’s equipment must be submitted to the Community
Development Department 24 hours prior to the scheduled meeting.
If in the future, you wish to challenge in court any of the matters on this agenda for which a public hearing is to be
conducted, you may be limited to raising only those issues which you (or someone else) raised orally at the public
hearing or in written correspondence received by the City at or before the hearing.

Project Summary
A request for a tentative parcel map for two -unit condominium purposes. A
single-family dwelling has been demolished and a new duplex is currently under
construction. No waivers of Title 19 (Subdivisions) are proposed. The Tentative
Parcel Map would allow each unit to be sold individually.
Recommended Action

pursuant to Section 15315 under Class 15 (Minor Land Divisions) of the CEQA

AT&T Small Cell SLC0796 Minor Use Permit No. UP2019-030 (PA2019-111)

northwestern corner of Balboa Boulevard and 30th Street

A minor use permit to allow the installation of a small cell wireless facility on a
City-owned streetlight pole. Project implementation will be fully contained within the
public right-of-way on Balboa Boulevard and includes the following: (1) Removal and
replacement of an existing City streetlight; (2) Installation of a small cell wireless
facility that consists of four remote radio units, a raycap disconnect, and an

omni-directional antenna within a 12-inch diameter equipment shroud. This
equipment would be fixed to the top of the replaced streetlight pole for a maximum
height of 34 feet, 9 inches, and (3) Establishment of new below -grade support
equipment adjacent to the streetlight.

pursuant to Sections 15302 and 15303 under Class 2 (Replacement or
Reconstruction) and Class 3 (New Construction or Conversion of Small

Act) Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3,
because it has no potential to have a significant effect on the environment and
the exceptions to the Class 3 exemption under Section 15300.2 do not apply;

Project Summary
A request for a coastal development permit to allow the demolition of an existing
single-family residence and construction of a new 4,280-square-foot, single-family
residence with 809 square feet of garaged parking for three cars. The proposed
project complies with all applicable development standards including height,
setbacks, and floor area limits. No development is proposed seaward of the private
property. No deviations are requested.

2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15303 under Class 3 (New Construction or Conversion of

would be appointment -based and administered one -on-one, including general
medical and chiropractic care, acupuncture, massage therapy, nutritional coaching,
and therapeutic fitness (yoga and Pilates).

Project Summary
A request for a limited term permit (more than 90 days) and associated coastal
development permit (CDP) to allow the temporary operation of a charter boat
business with on-site parking for up to one year. Five spaces of the existing Balboa
Bay Club lot would be shared to park the operation, and an existing boat slip on
property would dock the sole charter boat. Proposed hours of operation are 8 a.m. to
7 p.m., daily.

coastal development permit pursuant to Title 21 Local Coastal Program
Implementation Plan in the Municpal Code.
Recommended Action
